The State of New Hampshire, Department of Health and Human Services, Division of Finance and Procurement has a full time vacancy for Accountant III.

SUMMARY:

To manage and supervise the technical functions supporting the department-wide financial allocation system and coordinate the operational processes of department wide financial and statistical management and federal reporting in accordance with generally accepted accounting principles and state and federal regulations.

RESPONSIBILITIES:

Manage the technical functions of the department wide Financial Allocation System and coordinate the operational functions of the departments Public Assistance Cost Allocation Plan (PACAP).

Supervise and facilitate the preparation of complex statistical accounting and operational reports and maintain related databases.

Monitor the application of department-wide financial statistical reporting and allocation policies and procedures to ensure consistent application.

Consult with department administrators relative to developing policies, procedures and practices for agency financial reporting and cost allocation.

Review financial reports and allocation methodologies in order to make decisions concerning new techniques for analysis and control of financial data.

Plan the development of financial statistical reporting and allocation manuals including periodic updating of work methods and procedures.

Attend professional conferences and meetings to increase the efficiency of financial reporting and financial allocation.

Monitor and enhance format of financial reports to facilitate their use by financial managers.

Assist offices/divisions in the preparation of internal and external financial reports and cost allocation plans.

Plan, supervise, assign and evaluate work performance of employees.

Provide training on procedural and technical matters.

Research and monitor current information on changing state and federal regulations to enable proper advice and decisions.

Participate on special projects as requested.

MINIMUM QUALIFICATIONS:

YOUR EXPERIENCE COUNTS:

Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

Education: Bachelors degree from a recognized college or university with major study in accounting or business administration. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Three years of experience in accounting or auditing work, one year of which must have been in a supervisory capacity. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: Valid drivers license and/or access to transportation for use in statewide travel.

Preferred Qualifications/WORK TRAITS: Must be proficient in Microsoft Excel and Microsoft Access database management, including query building and report development. Requires a demonstrated knowledge of generally accepted accounting principles, analytical skills, and the ability to communicate complex information clearly, to a varied audience. Coursework in finance, statistics, or a related field is desirable. Prefer experience w th NHFIRST.
