About the Position: Serves as a Department of the Army Security Guard (DASG) at the Concord, CA Army Military Ocean Terminals (MOT) special installations in the Continental United States providing physical security for assigned installations and/or assets. Responsibilities Closely observe a vast perimeter to include restricted waterways, rail entrances, access control points, entry control points and special security areas to prevent possible attempts at espionage, sabotage or unlawful intrusion. Receive and apply instructions and training in the application of federal regulations, state regulations, DoD and Army regulations, security procedures, laws, guard orders, vehicle operations, boat operations, basic first aid. Perform security guard duties in accordance with appropriate regulations to detect and prevent theft, damage, pilferage, accident, trespass, sabotage and espionage and to enforce the security and safety regulations of the terminal. Control access of vehicles, pedestrians, boats, railcars and aircraft/drone access to the terminal. Verify identification through use of identification cards, badges, biometrics, automated records, vehicle decals and placards, verbal questioning and other means to ascertain access requirements. Guard and protect Federally owned property, buildings and equipment against trespass, theft, fire, and accidental or willful damage or destruction. Monitor access to premises by verifying authorization using locally established badging systems that act as checks and balances on one another to eliminate a breach opportunity. Perform vehicular patrol in restricted and administrative areas of the installation and on harbor patrol watercraft providing security measures for personnel, ships/boats and trains entering the terminal. Specialized Experiences: One year of specialized experience which includes experience working with a Federal, State, municipal, local, or private protective organization that involved the protection of property against such hazards as fire, theft, damage, accident, or trespass; or maintaining order and protecting life such as; enforce security rules and regulation, escort persons or vehicles, verify the identification of an individual entering controlled areas, perform security patrols to identify potential hazards, perform traffic control, control the access of personnel or vehicles to property/installation, monitor various alarm systems, or respond to security incidents. Such experience must have provided a knowledge of protective systems and techniques. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Access Control Operations Incident Response Physical Security Security Enforcement Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a(n) CP19 - Physical Security Law Enforcement Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Must successfully pass the State's certification test required from the Criminal Justice Information Service (CJIS) security official (if required by the State). Must obtain and retain one or more of the following U.S. Coast Guard licenses: Small Boat Captains Operator of Un-Inspected Passenger Vessel (OUPV) License or a U.S. Army Marine Certification in accordance with Chapter 5, AR 56-9, or Military Ocean Terminal Harbor Patrol Coxswain within one year of being appointed to this position. Within the first 2 years, HP crew members must complete a swim assessment, National Association of State Boating Law Administrators (NASBLA) course- Basic Crew Member, Boat Search and Rescue and Tactical Operator, Boat Safety course, additional Maritime training courses, and MOT personnel qualification standard. Failure to complete could lead to disciplinary actions. Temporary duty (TDY) required less than 25% of the time.
