Definition

Under general supervision, is responsible for conducting investigations concerning the collection and disposal of acceptable and unacceptable waste materials in order to ensure conformance with governing refuse collection codes, rules and regulations, and relevant ordinances; performs related duties as required.

Examples of Work

  • Conducts investigations in order to ensure proper storage, collection, and disposal of residential acceptable and unacceptable waste;

  • Investigates citizen complaints of alleged refuse code violations, which may include interviews with witnesses, collecting evidence, locating alleged suspects through research and witness statements, and utilizing cameras to capture illegal dumping activity; recommends corrective action;

  • Monitors acceptable and unacceptable waste storage, collection, and disposal practices in order to ensure compliance with City Codes, State, and Federal Environmental Protection Agency Regulations;

  • Conducts public education programs for schools and civic groups; participates with a refuse perspective in community improvement programs to facilitate safe streets, environmental protections, and to reduce illegal activities;

  • Makes recommendations concerning repair, replacement, or relocation of trash and recycling containers;

  • Screens public complaints regarding illegal dumping of acceptable and unacceptable waste and refers other complaints to appropriate department;

  • Provides information and compiles statistical reports as needed for use in managerial reports;

  • Updates quarter section maps and computer records in order to maintain current records of residents served, and level and kind of service provided;

Interprets city codes and rules and regulations, recommends changes in procedures, and issues orders for correcting deficiencies and violations to responsible parties as they relate to proper storage, collection, and disposal of residential acceptable and unacceptable waste;

  • Prepares case files for civil and criminal court cases initiated by investigations of code violations;

  • Prepares notices of violations in conformance with City Code requirements; serves notices of violations and civil penalties to owners and tenants;

  • Maintains records of conditions found and recommendations made for each investigation;

  • Assists in coordinating refuse collection services provided by the City for special events;

  • Assists route supervisor on planning and implementing refuse collection in new areas or making changes to existing areas;

  • May give testimony in court as it relates to illegal dumping or violation of City refuse codes;

  • May represent the City in various community programs.

Minimum Qualifications

Two (2) years of experience in customer relations, public contact work as an inspector or investigator, acceptable and unacceptable waste collection, or waste disposal.

Possession of a valid driver’s license.

The examination process will consist of a computer exam covering Reading Comprehension, Public Relations, Logic and Reasoning, Information Ordering, Problem Sensitivity, Map Reading, Refuse Collection (City of Columbus Title 13 Refuse Collection Code), PowerPoint, Word, Outlook and Excel 2016.

Approved applicants will be notified by mail/email of their scheduled test date and time.

All applicants must complete all phases of the testing process in order to receive a final score. The names of all candidates who pass this examination will remain on the eligible list for two years, unless the eligible list is replaced prior to or extended beyond the two years. If a candidate's name is certified and the candidate is to be considered for employment, the hiring process will include one or more interviews, a criminal background check, and a pre-employment drug test.
