GENERAL SUMMARY:

Responsible for the enforcement of all housing, building and zoning codes, unsafe building codes, and other municipal codes applicable to the city; including land use and violations that address public health and safety issues;

Research and collaborate with other Code Enforcement Officer(s) on best practices for continuous improvement;

Coordinate with other city and county departments as well as outside organizations for positive resolution of code enforcement issues;

Work with landlords to improve relations with tenants and neighborhood groups;

Reports to Board of Public Works as needed on unsafe housing, condemnations, and resolution of violation issues.

SPECIAL DUTIES/SKILLS OF THE POSITION:

Knowledge of construction, law enforcement, and land use enforcement preferred or ability to learn;

Working knowledge of city and state zoning ordinances preferred, or ability to learn and some knowledge of principles and practices of city planning preferred;

General knowledge of health codes and their application preferred;

Organizational skills to manage a multitude of tasks efficiently and effectively;

Comfortable working with the public;

  • Facilitate consistent compliance with local codes through proactive interactions with citizens, property owners, and businesses;
  • Work with City Attorney on necessary legal remediation of code violations
  • Testify in court on cases requiring legal intervention
  • Collaborate with other Code Enforcement Officer(s) in facilitating periodic neighborhood clean-up campaigns. These could include working with citizen volunteers, volunteers from private sector businesses, the United Way, and other not-for-profit neighborhood and philanthropic organizations;

Inspect properties for code violations and unsafe conditions;

Issue notices of violation and compliance requirements;

Maintain accurate documentation and case files on all investigations with photos as evidence;

  • Perform additional duties as the Community Development Director, Assistant Director, or the May r may assign.

EDUCATION AND EXPERIENCE:

Bachelors or Associates degree in Construction, Engineering, Planning; Public Policy, Public Administration, or a related field of study, or an equivalent combination of training and experience;

AACE, ICC, UCC, or other code enforcement certification preferred or ability to acquire one of the above certifications preferred, or Licensed Home Inspector experience preferred

Experience with public speaking preferred and ability to work with diverse groups and residents;

Excellent written and verbal skills;

Computer knowledge and ability to work with Microsoft Office programs and other software programs applicable to the job;

Knowledge of community and governmental operations a plus.

JUDGMENT:

Ability to deal with highly sensitive matters and information;

Ability to maintain confidentiality;

Ability to prioritize and effectively schedule time;

Ability to communicate with people in very stressful or combative situations;

Ability to be respectful in getting compliance from violators;

Ability to be proactive in addressing potential violations before they become an issue that requires escalation;

Ability to listen to both sides of a dispute and devise a compromise acceptable to all parties.

WORKING CONDITIONS:

Cubicle/office in the Department of Community Development for part of the day with nearby Conference Room for confidential conversations;

During inspections, employee will be exposed to conditions in properties being inspected, including pets, odors, poor ventilation, dust, and other conditions of properties in need of repair or being repaired. As well as being outside, at times, the employee will be exposed to temperatures below 32 degrees and above 100 degrees for periods of more than one hour, while on various sites;

Must be a self-starter with the ability to juggle an array of activities;

Must have a valid Indiana Drivers License or ability to an out-of-state drivers license to Indiana drivers license within 30 days, and maintain it at all times. Must have good driving record, sufficient to be covered by City insurance as a driver while on duty. Must be a safe driver as a majority of the job involves driving throughout the City to respond to and/or identify immediate public safety and health violations;

Schedule may vary. Flexible time schedule with occasional required meetings in addition to or outside normal working hours, such as City government meetings and neighborhood meetings to discuss concerns and proposed solutions to code enforcement issues;

RESIDENCY:

Must reside in Bartholomew County or adjoining county within six (6) months of employment.

DRUG/ALCOHOL TESTING:

This is a safety sensitive position and as such is subject to the City's Drug and Alcohol-Free Workplace Program which includes: pre-employment testing, random testing, post-accident testing, reasonable suspicion testing, return-to-duty testing, and follow-up testing.
