Job Title: Site Safety and Health Officer (GA)

Job Summary:

EMCOR Government Services is seeking a talented Site Safety & Health Officer (SSHO) for a bid proposal for a large healthcare government healthcare facilities in Georgia

The SSHO will be responsible for oversight of Safety and Health Program for a large government healthcare complex. The SSHO must have the technical knowledge and skills needed to anticipate, recognize, and evaluate hazardous conditions and recommend adequate corrective actions and ensure corrections are made in a timely manner.

The Site Safety and Health Officer will meet the following experience and qualifications:

  • OSHA 30-hour training card (or course completion certificate if within the last 90 calendar days of having completed the training and card has not yet been issued).

  • Resume or certificates demonstrating, twenty-four (24) hours of documented formal classroom or online Safety and Occupational Health (SOH) related training within the past five (5) years and must have maintained competency by taking twenty-four (24) hours of safety related training every three (3) years.

NOTE: The initial OSHA 30 hour training does not count towards the twenty-four (24) hour competency training requirement. A detailed description is required for any training for which a certificate is not available. Generic descriptions are not acceptable;

  • Resume demonstrating five (5) years of cumulative safety experience, within the last ten (10) years in managing or implementing a SOH program on projects similar in industry type, size, and complexity of a medical treatment facility up to 2 million sq. ft.

  • A Third-Party, Nationally Accredited (ANSI or National Commission for Certifying Agencies - NCCA) SOH-related certification is preferred. The following is a list of acceptable certifications:

  • CFPS - Certified Fire Protection Specialist

  • CIH – Certified Industrial Hygienist

  • CHP – Certified Health Physicist

  • CHMM - Certified Hazardous Materials Manager

  • CHMP - Certified Hazardous Materials Practitioner

  • CHST - Construction Health and Safety Technologist

  • CMSP - Certified Mine Safety Professional

  • COHN - Certified Occupational Health Nurse

  • COHN-S - Certified Occupational Health Nurse – Specialist

  • CSP - Certified Safety Professional

  • OHST - Occupational Health and Safety Technologist

  • STS - Safety Trained Supervisor

  • CHSP – Certified Health and Safety Professional

  • Examples of continuing education activities that meet this requirement are: writing an article, teaching a class, reading/writing professional articles, attendance/participation in professional societies/meetings, conferences, etc.

This position is contingent upon contract award.

Essential Duties and Responsibilities:

  • Responsible for the safety and health program for a day-to-day onsite facilities management for a government medical facility outpatient program.

  • Provide safety and health oversight to a diverse team of managers, leads, technicians, and administrative staff.

  • Generate and administer Activity Hazard Analysis (AHA ) and provide the appropriate safety training and awareness to the trades staff.

  • Ensure staff and subcontractors adhere to safety plans and processes and requirements.

  • Coordinate closely with customer Facility Management points of contact in providing formal and ad hoc reports, scheduling services, sharing program status, and making best practice recommendations.

  • Ensure work is completed in compliance with contract requirements, healthcare codes and regulations, budgets, and performance standards.

  • Resolve conflicts, identified deficiencies, and issues following reporting and corrective action requirements.

  • Maintain OSHA required program documentation and records for The Joint Commission (TJC) requirements, training, staff certifications and licenses, and permits.

  • Conduct staff training, safety briefings, and safety inspections.

  • Provide subcontractor safety orientation, accident investigations and necessary follow-up actions.

  • Provide safety plans and an approved Activity Hazard Analysis (AHA) in accordance to the USACE 385-1-1 Safety Manual to include crane operations, excavations greater than five (5) feet, confined space entry, and electrical work to include LOTO.

Qualifications:

  • OSHA 30-hour training certificate or training card;

  • Resume or certificates demonstrating, for a minimum of the last five (5) years, having maintained competencies through 8-hours of formal safety and health related training per year

  • Resume demonstrating five (5) years of continuous safety experience in supervising or managing general industry/construction/O&M, including managing safety programs or processes or conducting hazard analyses and developing controls

  • The Safety and Health Officer shall also have working experience with NFPA, EPA, TJC, CMS, OSHA codes and

  • Experience in writing Activity Hazards Analysis (AHA)

  • Training Certificate of completion of 385-1-1 Safety Manual.

  • Experience using DMLSS CMMS is preferred.

  • Strong oral and written communication skills required.

  • Completion of OSHA 30 is required

  • Must be able to read, write, speak, and understand English.
