Job Summary

The Sheriff’s Office provides public safety at all times and therefore every position is deemed essential. All positions are in-person and not eligible for remote work. Every position is also subject to recall based on the needs of the Office to keep the community safe.
This position has an anticipated work schedule ofMonday – Friday, 8:00am – 4:30pm, subject to change.
Under FLSA guidelines, this position isnon-exempt.

Conducts various oversight functions related to contractual obligations. Under general supervision at the El Paso County Sheriff's Office (EPSO) Criminal Justice Facility (CJC), performs various functions and oversight related to EPSO contracts, which may include these areas; Medical Services, Food Services, Inmate Phone Services, and any other contracts. Monitors, compiles, and disseminates weekly statistical reports designed to ensure full compliance of all contractual terms, including conducting routine audits. Regularly updates appropriate Sheriff's Office Staff members with any compliance and/or contractually related issues. Will oversee and direct the EPSO Capital Assets program, including quarterly auditing, Memorandums of Understanding, Intergovernmental agreements, and updates as needed.
Essential Duties/Responsibilities
Works with County Procurement as the EPSO Contract & Procurement Liaison as noted in the County Contracts & Procurement Policy Manual.
Oversee the contracts awarded to the El Paso County Sheriff's Office (EPSO) and works closely with the EPSO Fiscal & Compliance Manager regarding all related issues and/or concerns.
Responsible for preparation of applicable or assigned reports and/or documentation, including information related to monthly, quarterly, and/ or annual reports, budget status reports, contract specifications, etc.
Collaborates with key personnel related to the awarded contracts, along with EPSO Staff.
Ensures timely and proper notification to appropriate staff with issues related to non-compliance and/or safety.
Prepares for, attends and/or facilitates meetings with appropriate personnel.
Assists in the preparation of any applicable Request for Proposals (RFPs) and may serve as a member of such contract selection committee.
Performs other duties as required.
Qualifications
Knowledge, Skills, and Abilities:
Demonstrated ability to perform the duties as described, including experience in contract management, general accounting procedures, business, and/or auditing.
Ability to demonstrate a high-level of customer service, with an ability to communicate effectively, both verbally and in writing, with co-workers, chain of command, and contract professionals
Must be detail oriented and possess exceptional organizational skills, with demonstrated time management abilities.
Must be honest, trustworthy, and possess a high degree of personal integrity.
Ability to assess problems and decide to resolve or escalate.
Ability to apply conflict resolution and problem-solving skills when needed.
Ability to accurately and efficiently complete required paperwork, reports, and documentation.
Ability to work independently with little direct supervision.
Proficiency with Microsoft Word, Excel, Outlook, PowerPoint, and any other Microsoft related products.
Maintain regular and punctual attendance.
Required Education and Experience:
High school diploma or equivalent education.
One year experience in contracts and procurement.
Any equivalent combination of related education and work experience that satisfy the requirements of the job will be considered.
Preferred Education and Experience:
Bachelor's degree in business administration, accounting, public administration, or related field.
Previous experience working in a law enforcement or correctional environment.
Licenses/Certificates:
Must possess and maintain a valid driver's license.
Must obtain and maintain Criminal Justice Information System (CJIS) Compliance within six months of employment.
Pre-Employment Requirements:
- Must pass conditional post offer background investigation, truth verification examination, motor vehicle record check, and drug screen.
Work Conditions
Duties are performed in an office environment and within a secure correctional environment. Some degree of hazard to personal safety with exposure to violent inmates and contagious diseases. Travel to various meetings may be required. Occasional overtime on nights and/or weekends may be required.
