Description

Under general direction of the Director, the Land Development Review Administrator supervises and participates in highly complex professional land development review activities, including both planning and engineering functions. The position is responsible for the review and associated division programs, including, but not limited, to, preparing and implementing policies and programs relative to land development; supervises and manages the day-to-day functions of assigned land development review and technical review staff; acts as a project manager for sensitive and complex projects; and assists the Director / Assistant Director as a senior resource person to staff.

Planning Administrator Classification Responsibilities: This class may be responsible for initiating, coordinating, and managing the implementation of a wide variety of projects that may be related to land use/development, greenways, bicycle and pedestrian infrastructure and/or other related planning and development review activities. Responsibilities may include but is not limited to the following: functioning as the department’s representative and central point of contact for project management activities for assigned unit; performing the full range of professional duties requiring the use of independent judgment and initiative in making decisions; providing technical expertise, guidance, and leadership; and supervising or overseeing a team of professionals, paraprofessionals or technicians.

Principal Duties

  • Responsible for administrative functions, and for managing/supervising assigned staff and activities related to planning, development and administration of development review functions for the City including land use/development, development review process, Planner / Engineer On-Call, ordinance administration, and project management.

  • Oversee, train, motivate and evaluate assigned staff; work with employees to correct deficiencies; identify and resolve employee concerns and/or problems, direct work; complete employee performance evaluations; and make hiring, terminating and disciplinary decisions or recommendations.

  • Develop and implement programs, policies, and plans relative to the physical development of the City.

  • Develop, implement, and participate in work plan for assigned unit to include assigning work activities, projects and programs, monitoring work flow; reviewing and evaluating work products, methods and procedures; working with staff to identify and resolve problems; and acting as technical and policy advisor to subordinate personnel within the assigned unit.

  • Responsible for the fiscal aspects of the assigned unit, to include but not limited to, the development and administration of and overseeing the budget, performance measures, and managing consulting contracts and payments for work performed.

  • Report and present data, development project analyses, best practices, and professional recommendations to decision-making bodies of the City, including, but not limited to the Planning and Zoning Commission and the City Council.

  • Respond to public inquiries and/or complaints and courteously provide information on a broad range of planning and engineering topics, in an efficient and timely manner.

  • Monitor the processing and permitting of land development proposals.

  • Manage the activities of the Council-appointed Zoning Board of Adjustment, Design Review Board, and BioCorridor Board; research and compile information on a variety of planning and development issues and prepare special reports and projects as directed.

  • Represent the department as a development review expert in various public speaking engagements with community organizations, planning committees, and media interviews, as assigned and/or required.

  • Perform other duties as assigned.

Qualifications

Required:

Master’s Degree in urban planning, urban design, architecture, engineering, or related field and five (5) years of experience in municipal planning or urban development and two (2) years related leadership experience; or, an equivalent combination of education and experience. Texas Driver’s License. Advanced knowledge of principles and practices of urban planning as they pertain to urban development and zoning. Knowledge of operations, services and activities of an urban planning program including design review and zoning activities. Knowledge of municipal codes, zoning ordinance, general plan, uniform codes, subdivisions, etc. General knowledge of methods and techniques of research and analysis. Knowledge of pertinent federal, state, and local laws, codes, and regulations. Excellent written and oral communication skills. Ability to establish and maintain effective working relationships with those contacted in the course of work.

Preferred:

Experience with complex municipal planning or development cases. Knowledge of municipal codes, ordinances, state statutes, application processing, scheduling, review procedures, and code compliance. American Institute of Certified Planners (AICP) Certification.
