Description

Under general supervision of the Assistant City Engineer, the Construction Inspector conducts a variety of construction inspection activities of capital improvement and private development projects , primarily focused on compliance of public water, sanitary sewer , street, and drainage infrastructure with approved plans, specifications, and federal, state and City standards .

Principal Duties

  • Perform daily field inspection s of assigned capital improvement and private development projects for compliance with approved plans, specifications, and federal, state and City standards , includ ing but not limited to, monitoring installation of public water, sanitary sewer, street, and drainage infrastructure , ensuring adherence to safety and environmental standards , checking survey layouts and grades, and maintaining inspection records and documentation .

  • Inspect construction by franchise companies that are utilizing the City’s right-of-way or easements .

  • Assist with contract management and administration , including reviewing submitted payment applications for quantities of work completed and stored materials, developing a punch list upon recognition of substantial completion, issuing a Letter of Completion upon final completion , and assisting with and/or providing input in the development of change orders .

  • Review plans and specifications of construction projects; a ttend pre-bid and pre-construction meetings , as required .

  • C ommunicate effectively with contractors , citizens, landowners, developers, design engineer, project manager, other C ity departments, and/or regulatory agencies regarding project construction or related issues .

  • Provide technical information to City staff, which may include conducting research, request ing utility locates , provid ing specia l studies/design input, assisting in the develop ment of cost esti mates, and participating in updating the City’s design guidelines, details , and specifications.

  • Observe field test ing of construction materials and infrastructure and review test results for compliance with technical specifications and quality assurance ; c oordinate testing with outside laboratories , including but not limited to, o btain ing payment authorization, verif ying invoices, and recover ing reimbursement for failed test.

  • Note deficiencies and deviations from plans and specifications ; confer serious problems and disagreements in interpretation to Assistant City Engineer , City Engineer , or project manager .

  • Perform related duties as assigned.

Qualifications

Required: High s chool diploma or GED equivalent and two (2) years ’ experience in construction of water , sanitary, streets and drainage infrastructure or an equivalent combination of education and experience

Valid Texas Driver’s License

Experience in quality assurance and material testing

Ability to r ead and interpret engineering plans, specifications, and survey notes

Knowledge of contractual relationships associated with public works construction

Knowledge of basic surveying pr inciples

Ability to e stablish and maintain cooperative working relationships with City employees, construction developers and contractors and representatives from other local, state , and federal agencies

Preferred: Five (5) or more years’ experience in construction of water , sanitary, streets and drainage infrastructure

Work is performed in both a standard office environment and outdoors at construction sites with periodic exposure to hazardous and unpleasant conditions, and a variety of weather conditions and extreme temperatures . Must be able to sit, stand, bend, stoop, climb, and maneuver and walk on uneven terrain for extended periods of time, lift and /or carry objects weight up to 25 lbs . , and use instrument to safely push/pull objects weighing 100+ lbs.

SPECIAL REQUIREMENTS:

Drug Screening: Due to the safety and/or security sensitive nature of this position, individuals shall be subject to pre-employment or pre-placement drug and/or controlled substance testing as outlined in City policy.
