Summary The Space Technology Project Office at Glenn Research Center (GRC) is seeking a Project Manager for system or subsystem formulation, design, development, test, integration, and flight for technologies to support storage and use of cryogenic fluids for in-space and lunar/Mars surface applications. Supports efforts with other Centers and Programs to develop and manage the technology portfolio that is responsive to the existing cryogenic fluid roadmap. Responsibilities Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Serve as Project Manager (PM) at GRC for cryogenic fluid technology projects that can run through the entire Moon to Mars architecture plans. Identify key technologies and develop maturation plans, contribute to long range project planning and to formulating, modifying, and determining overall project objectives. Provide authoritative guidance and expertise on engineering project objectives, establish strategic direction and political approaches, and advise senior officials on such. Projects involve multiple interfaces and extensive scope and variety. Monitor and control project development and resource utilization. Plan, guide, coordinate, and manage the work of subordinate, secondary and matrixed resources. Plan, develop, and negotiate budget and resource allocations. Initiate design and modification efforts, as needed. Coordinate with other offices and engineering groups to establish content, cost, scheduling products, deliverables, and services. Formulate and negotiate agreements and plans for institutional support of project activities. Verify and evolve an integrated life-cycle balanced system of people, product, and process solutions to satisfy customer needs, including technical efforts, system configuration, work breakdown structures, and information for management decisions. Participate in system requirement, system design, preliminary design, and critical design reviews. Determine, develop, and defend requirements. Consult with all levels of management within and outside the Agency. Establish and maintain liaison with program managers and work with their representatives to ensure concerns are met, such as facility and systems requirements and funding. Perform requirements analysis, developing and implementing plans to ensure project scope and requirements are defined and documented, projects are formally approved, and milestones and lower-level reviews are accomplished. Requirements Conditions of Employment Qualifications In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Providing technical and programmatic support of engineering projects as a subsystem or component level lead; Supporting mission requirements and initiating design, development, integration, test, and modification of aerospace systems or subsystems, and supporting or initiating investigations or risk management studies for engineering projects; Establishing engineering content, cost, project schedule, deliverables and services in coordination with a project team to meet customer needs or specifications; Participating in preliminary, critical and other design reviews or science experiment reviews. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Leading an engineering project team comprised of members from different centers, agencies, or organizations; Leading the development of a complex aerospace system including cost, schedule, and technical management; leading project risk and mission assurance processes and controls; or overseeing contractor performance; Interpreting and implementing NASA Project Management or Systems Engineering policies, standards, and guidelines; Participating in fluid or thermal engineering or technology development. Education Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following: a) Engineering from a college or university that has ABET accredited engineering programs b) Physical Science, Mathematics, Life Science or other field of Science c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations. If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above. Degrees in engineering technology are not considered qualifying for this position.
