Citigroup Regulatory Engagement Lead in Ciudad De Mexico, Mexico

The Regulatory Risk Sr Officer II is a strategic professional who closely follows latest trends in own field and adapts them for application within own job and the business. Recognized subject matter expert within one area. Strong commercial awareness is a necessity. Is an acknowledged authority both within and outside area of expertise. Typically a small number of people within the business that provide the same level of expertise. Excellent communication skills required in order to negotiate internally, often at a senior level. Some external communication is typically required. Provides advanced judgment and conducts in-depth quantitative or qualitative analysis to solve problems and develop new, innovative solutions. Required to think beyond existing solutions, assumptions or current knowledge of sophisticated areas. Significant impact on a function and/or the business through making decisions that determine technical approaches and strategies for the area.

Responsibilities:

  • Responsible for providing risk strategic analytics, information management across Citibank products and reports to senior management.

  • Responsible for communicating to executive management implications of existing and opposed regulation and developing potential responses. This may include regulations related to specific product or macro / systemic regulation, including standards to comply with Basel II / III, MiFID, U.S. Fed, Treasury, FDIC and regulations from other central banks and regulatory authorities.

  • Regulatory risk project management ownership (business requirements, analysis and testing) for delivery of regulatory solutions. (i.e.. CECL, Part 30 core capabilities initiatives, stress test and CCAR regulatory requirements, etc.)

  • In partnership with the Business regulatory teams, coordinate consumer-wide horizontal regulatory examinations to achieve full compliance; requires directing a cross-functional team. Sustain formal communication process with the regulatory agencies to provide transparency to the business through regular business updates and routines.

  • Analyzes new risk-related guidelines, best practice standards, rules and regulations. Provide updates, as needed, to management and regulators on exam and issue remediation status including progress against milestones, risk identified and any other potential impacts.

  • Project Management of various deliverables for Portfolio Risk Review chapter. Involvement in rationalization of EUCs (End User Computing) used for Portfolio Risk Reviews.

  • Significant interaction with a wide range of senior bank and risk management colleagues, as well as external stakeholders such as regulators / auditors.

  • Holistic understanding of risk processes and functions.

  • Initiates feedback session with Client to understand strength and focused areas. Leverages feedback to influence change throughout organization.

  • Manages regulatory examinations to achieve full compliance. Develop and manage the strategy and messaging for regulatory interactions to ensure transparency of performance, management and compliance of the business.

  • Executes strategy to mitigate external risks or requests raised through Government Affairs or Community Affairs. Implement consistent and comprehensive management oversight processes.

  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

Qualifications:

  • 15+ years experience in product program governance and risk management framework.

  • Should have Excellent proficiency in Microsoft Office – particularly Excel (metrics and data analysis), PowerPoint (presentation decks), and Word (writing and editing procedural and technical documentation).

  • Thorough knowledge of credit source systems, collateral reporting systems, and end reporting/warehousing.

  • Broad understanding of classifiable and delinquency managed credit and operational policies and procedures, including a command of the collateral management process.

  • Proficient in financial and risk reporting as well as experience from the business and/or technical area desired.

  • Familiarity with regulatory landscape facing global banks. Ideally, have worked in banking industry or regulators institutions.

  • Previous experience in managing Regulatory Inspections and Audits within a financial services company.

  • Professional ability and presence to interact with Senior Bank, Regulatory and Audit Management.

  • Extensive project management experience with the proven ability to develop project plans and drive a diverse group of stakeholders to achieve milestones and deadlines.

  • Experience with issues resolution including root cause analysis, mitigation plans, and remediation activities.

  • Familiarity with iCaps and any other existing databases used across businesses for tracking/monitoring issues.

Education:

  • Bachelor’s/University degree, Master’s degree preferred

This job description provides a high-level review of the types of work performed. Other job-related duties may be assigned as required.

The Regulatory Engagement Lead is a key member of Citi Mexico Business Execution Unit leadership team and will reporting directly to the Business Execution Director in Citi Mexico. The Regulatory Engagement lead ensures that Citi maintains strong and productive relationships with local Regulators, across the entire franchise. The role proactively manages regulatory matters to ensure the organization is well positioned and responsive in regulatory engagements, such as regulatory examinations, interactions and commitments.

The objective of this role is to drive the execution of regulatory engagement in Mexico and to ensure the franchise is responsive, agile and well-prepared for unique and demanding regulatory requests from local regulators. This will include ensuring strong lines of communication between the local and International Regulatory Engagement team. The position will require stakeholder engagement to ensure that regulatory responses are thoughtful, comprehensive and promote consistent messaging with a clear understanding of the global and local strategy. In addition, there is opportunity to provide senior management with strategic assessments of emerging regulatory themes and regulatory advocacy.

This position plays a role as the key connection bridge between businesses and functions within Citi Mexico and applicable local and global regulators.

Specific responsibilities include:

  • Oversee and coordinate the content and narrative of decks for regulatory updates and discussions working across the franchise.

  • Build strong communication with the international regulatory engagement team and help to manage the information flow between global and local organizations.

  • Work closely with partners in other Functions and Businesses, specifically control areas, to ensure consistent, insightful and clear communications to both regulators and the international regulatory engagement team.

  • Have good understanding and knowledge of the local regulators including key priorities and regulatory themes.

  • Help to contribute to local banking franchise regulatory examinations, where appropriate, and ensure the franchise adequately addresses regulatory requests.

  • Support the development of appropriate and comprehensive responses and remediation plans when regulatory issues and concerns are identified.

  • Build strong working relationships and effectively partner with key stakeholders and subject matter experts across the franchise, to ensure an integrated and holistic approach to regulatory relations.

  • Promote a strong relationship with local regulators by establishing appropriate lines of communication that enable meaningful dialogue on developments and a better understanding of the views of the regulators.

  • Drive effective communication strategies with regulators and advice to senior management with best-in-class presentations, materials and other submissions provided to regulators.

  • Synthesize regulatory feedback and key findings to senior management and key stakeholders to drive awareness of and help anticipate regulatory concerns.

  • Proactively anticipating and helping the senior management plan for changes in the compliance and regulatory environment.

  • Establishing strong relationships with relevant regulatory bodies and representing Citi on critical regulatory matters as required. Serve as liaison with regulatory examiners, Internal Audit, and external auditors on critical Risk & Control issues and oversee the implementation of related remediation.

  • Recruiting, developing and retaining a highly effective diverse team.

Qualifications: The candidate should have:

·Extensive financial services knowledge across a variety of products and functions having worked and proven experience of approximately +10 years in a financial services environment preferably in a regulatory-facing role that requires superior problem solving and excellent communication skills (Regulatory or Compliance background is a plus)

·Experience working at a banking regulatory agency, such as the CNBV and Banxico is a plus

·Excellent influencing, facilitation, and partnering skills. Ability to build strong internal and external networks.

·Exceptional verbal and writing skills, with ability to synthesize complex concepts and strategies and translate into effective presentations to external regulators and Senior Management

·Strong attention to detail, willingness to "roll up sleeves"; ability to work under pressure and strong work ethic

·Strong control mindset highly desirable, knowledge of Citi’s policies and procedures and regulatory understanding

·Autonomous and highly motivated with the ability to multi-task productively and to work independently as well as collaboratively

·Experienced in project management with excellent organizational, follow-up and time management skills

·Business management or analytical background (Master’s degree in Business or relevant discipline preferred; Bachelor’s degree with analytic focus, e.g. business, finance, economics, management information systems, etc.)

·This is a highly influential role requiring effective negotiation skills, a proactive and 'no surprises' approach in communicating issues and strength in sustaining independent views.

·Strong presentation and relationship management skills - must be an articulate and effective communicator, both orally and in writing, with an enthusiastic and approachable style.

·The aptitude to be comfortable acting as an agent for positive change.
