The Program Manager provides full leadership and supervisory responsibility. Provides operational/service leadership and direction to team(s). Applies in-depth disciplinary knowledge through provision of value-added perspectives or advisory services. May contribute to the development of new techniques, models and plans within area of expertise. Strong communication and diplomacy skills are required. Generally has responsibility for volume, quality, timeliness of end results and shared responsibility for planning and budgets. Work affects an entire area, which eventually affects the overall performance and effectiveness of the sub-function/job family. Full supervisory responsibility, ensuring motivation and development of team through professional leadership to include duties such as performance evaluation, compensation, hiring, disciplinary and terminations as well as direction of daily tasks and responsibilities.
Responsibilities:
Supports planning, directing and coordination of day-to-day activities of running a program or portfolio of programs.
Ensures change control is executed throughout program.
Ensures appropriate program staffing levels.
Ensures creation of program plan and charter benefits management plan, stakeholder management plan, acceptance plan, and central program issue log.
Ensures resources are assigned to program & monitor commitment.Ensure change control is executed throughout program.
Identifies, documents, and understands program dependencies.
Identifies key stakeholders who participate in program scope definition.
Tracks actual program costs, identify variances, and reforecast program costs as needed.
Measures program management performance against standards.
Ensures appropriate program staffing levels.
Establishes program communication needs and create program communication plan.
Creates the program risk management plan.
Works with procurement team to create, administer, track, and eventually close program contracts.
Makes recommendations for training and development needs for assigned personnel.
Coaches and evaluates team's performance and makes recommendations for pay increases, promotions, etc.
Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.
Qualifications:
5-8 years of experience
Qualification in program management or equivalent (PgMP/PMP/PRINCE2)
Demonstrated having worked as a Program or Project Manager and/or Lead medium to large cross-functional projects with commensurate people management experience
Education:
- Bachelor’s/University degree or equivalent experience
Also responsible for Mexico Fleet Program operations and administration Lead. The role will lead daily operational functions in line with established protocols and controls. The role will work closely and reporting to the Regional Vehicle Program Manager as a country Vehicle Program coordinator. The role will work collaboratively with ground transportation program manager (rental, rail, taxi, shuttle, black car).
Responsibilities:
Management and oversight of Mexico Program (Aprox.170 vehicles)
Facilitate daily operational functions and program controls
Drive program policy compliance
Facilitate process/procedure standardization
Identify and implement process/program improvements
Drive cost and fleet reduction initiatives and provide related ongoing reporting
Develop and support program strategies and best practices
Manage and maintain Mexico asset and program inventories
Develop and maintain relationships with local, regional, and global stakeholders
Produce daily, weekly, monthly, and quarterly program activity reviews, reporting processes including analysis and preparation of project dashboards, and metrics
Define and monitor key performance metrics and respond quickly to any changes or deviations
Develop, prepare, and produce detailed status reports and related executive level PowerPoint presentations
Develop, prepare, and produce Program communications
Manage project and stakeholder meetings
Manage program projects and objectives
Manage Control Assessment (MCA execution and results)
Support internal operational audits
Identify and mitigate program risk
Submit Citi Marketplace by checking business justification, eligibility, and type
Review and process monthly invoices and ensure accurate allocation to proper cost centers
Manage Mexico suppliers and service levels associated to Corporate Vehicles
Monitor work progression ensuring completion of assignments by requested due date
Process BRM Fuel Reimbursement
Corrective and preventive maintenance of the corporate vehicles
Fuel Card control (New cards, cancellation, card replacement, accounting process)
Invoice review and process (Vendors associated to Corporate Vehicles)
Business and Pool Vehicles monthly utilization and fuel consumption
Elaborate reports (Saving, MOR, PRM)
Elaborate Citi Marketplaces associated to Corporate Vehicles (Cost eligibility, lease extension, vehicle disposal, vehicle reassignment)
Account Owner of Fixed Asset associate to vehicles
BAO of corporate vehicles vendors
Active participation in local calls

This individual will work closely with and may manage aspects of the Ground Transportation Program, including strategy, compliance, metrics, communications, risk and control, service delivery and supplier and project management in the following categories:
Private Car Service
Inter-campus employee shuttle transportation
Car Rental
Rail (non-commuter)
On demand car service
This role will contribute and supportGround transportation strategic initiatives including the standardization of regional ground transportation processes and procedures, increase efficiencies, identify innovation opportunities, the implementation of suppliers and program and support and local requirements. This role is responsible for developing, building and maintaining key regional relationships at all levels.
