MONTHLY SALARY RANGE:

$5,033.50 - $5,291.04 - $5,561.86 - $5,847.40 - $6,146.16 - $6,461.12

TENTATIVE EXAMINATION DATE: October 23, 2024 (Candidates must appear in person for the examination)

The Community Development Department is composed of the Building & Life Safety Division, Planning & Engineering Division, and the Business Operations Division. The operational center of the Department is the Permit Center. The Permit Center is where Building and Land Use permits are issued for properties within the city limits of Stockton. This position functions under the Building & Life Safety Division but the incumbent will be expected to provide quality customer service and issue a variety of permit types across the Planning and Building Divisions of the Department. This position also supports the Department's efforts to provide online services such as online permits and electronic plan review. There is currently two (2) vacancies in the Permit Center. The incumbents will work a standard City 9/80 work week: 7:30 a.m. - 5:30 p.m. Monday through Thursday; 8:00 a.m. - 5:00 p.m. Fridays, with alternate Fridays off.

Incumbents in this position are included in the Civil Service system, in a "for-cause" employment status, and are represented by Stockton City Employees' Association. (Classified/Represented)

Veteran's Preference Points

This position is eligible to receive five (5) Veteran's Preference Points for entrance into the Civil Service. Veteran's Preference Points will not be granted on the promotional list. If you believe you may qualify for Veteran's Preference Points, a DD-214 Member 4 copy indicating at least 181 consecutive days of service with honorable discharge must be received in the Human Resources Department by the final filing date (see supplemental question #9 for details).

Under general supervision, performs a wide variety of technical, clerical, public information and customer service duties in support of the Permit Center; provides information and answers questions at the public counter and/or by phone and digital media; conducts intake of applications and plans; conducts compliance review of ministerial and policy review of light discretionary cases; issues permits for planning, engineering, fire prevention, and building services; conducts fee calculations; conducts remedial data collection and research analysis; assists with permit tracking; maintains and updates the City's computerized land use inventory system; provides support for Geographical Information System (GIS) applications; and performs related work as assigned.

CLASS CHARACTERISTICS

This is the entry-journey level class in this technical/clerical/public information/customer service series. Initially, under close supervision, incumbents learn departmental and City technical and specialized rules, regulations, policies, procedures and activities related to the planning, engineering and building functions. As experience is gained, under general supervision, incumbents perform the full range of assigned duties.

QUALIFICATIONS

Possession of a high school diploma or GED and two (2) years of experience which has included both substantial public contact and general office clerical work.

Other Requirements:

  • Must possess and maintain a valid California driver's license at the time of appointment.

  • Must be willing to work overtime and travel as needed.

The Examination:

Applicants who qualify in terms of relevant work experience and education, that best fit the needs of the City, will be invited to participate in the examination process. The examination process may include a written examination weighted 100%. However, the City reserves the right to utilize alternative testing methods if deemed necessary. Candidates must receive a minimum passing score of 70%, as determined by the relative performance of all candidates in all portions of the examination. In the event of identical ratings, candidates' names will be arranged in order of application date/time, and, if the same, then arranged alphabetically.
