POSITION SUMMARY

Under direction, performs complex and technical accounting and financial analysis to support sound management decision-making related to significant agency-wide issues and to ensure the integrity of the agency's financial controls and accounting systems. The Accounting Manager assists in development of program budgets; manages and monitors financial planning activities for MAAC programs including annual audit preparation; may supervise and direct the work of a group of professional and technical accounting staff and performs related duties as assigned.

Assignments require the use of independent judgment on issues that are complex, interpretive and evaluative in nature.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Performs complex and technical analyses of financial and accounting records, including schedules, records of revenues, expenditures, cash flows and restricted funds and other documents and calculations to ensure accurate and comprehensive financial reports in accordance with GAAP (including FASB, AICPA, and OMB/GAO) and other reporting requirements and standards; reconciles major postings of source documents.

  • Finalizes the monthly financial closing process and generates month-end consolidated and program-specific reports.

  • Analyzes new accounting standards, evaluates their impact on agency practices and recommends alterna­tive methods of compliance.

  • Analyzes new accounting and reporting needs; recommends revisions to the Charts of Accounts; participates in developing findings, alternatives and recommendations involving complex revenue, budgetary and financial management issues.

  • Assists independent auditors with their annual audit of the agency; prepares specials analyses and schedules; research issues that are raised by the outside audit team; monitors, follows up and reports on implementation of auditor findings; ensures all required audit deadlines are met.

  • Ensures timely completion of financial reports required by various regulatory agencies and financial institutions.

  • Conducts special analyses or investigations at the request of senior management; prepares reports, spreadsheets and other documents and findings; conducts internal department and program audits, as assigned.

  • Advises and assists staff of other departments in conducting queries and generating special reports; designs and creates custom financial reports.

  • Assists program management in preparing and submitting program budgets for outside funding requests; reviews actual program expenses against approved budgets.

  • Reconciles accounts subsidiary ledgers to MAAC’s G/L.

  • Ensures proper accounting for all expenditures and revenues in accordance with GAAP and GASB.

  • Evaluates specialized information and data; provides recommendations on a wide array of financial matters; conducts fiscal analyses and prepares cost projections; advises on availability of funds for programs; stays current and well informed on new legislation and applicable laws and regulations; interprets and explains complex regulations, laws, and guidelines.

  • Assists with the maintenance of records to ensure accuracy, completeness and compliance with all appropriate standards, laws, rules, regulations and policies.

  • Provides responsive, high-quality service to MAAC employees, representatives of outside agencies and members of the public by providing accurate, complete and up-to-date information, in a courteous, efficient and timely manner. 

  • May supervise and/or provide guidance to other Finance staff

  • Performs other related duties as assigned.

     

    QUALIFICATIONS

    Knowledge of:

  • Principles and practices of general fund and governmental accounting, including financial planning/fore­casting, financial statement preparation and methods of financial control, auditing and reporting.

  • GAAP and GASB accounting standards and requirements including OMB Circular A-122 cost provisions.

  • Principles and practices of cost accounting, and non-profit budgeting.

  • Financial and accounting terminology, principles, practices, and procedures.

  • Principles and practices of strategic and long-term planning.

  • Laws, regulations, funding practices, and policies and procedures applicable the financial administration of grant-funded programs.

  • Internal control and audit principles and practices.

  • Economic analysis and forecasting.

  • Business/project management.

  • Current technology and trends in the profession.

  • Principles and practices of sound business communication.

  • Principles and practices of supervision.

  • Computer skills and use of various computer applications such as Word, PowerPoint, Excel, Outlook and databases.

    Skill and Ability to:  

  • Formulate and implement strategic financial plans and annual operational budgets.

  • Analyze financial and budget information and make prudent recommendations to ensure compliance with strategic plans, operational goals and regulatory restrictions.

  • Identify and resolve strategic financial planning, budget implementation and departmental operational issues.

  • Prepare and present clear, concise and comprehensives financial statements and reports

  • Advise executive management on financial matters and conditions.

  • Perform complicated and complex mathematical calculations and analyses.

  • Prepare clear, concise and accurate management level correspondence and reports.

  • Provide decision-making and technical support to the highest level of management staff.

  • Analyze report data and translate for end-users.

  • Understand, interpret, explain and apply agency, state, and federal requirements regulating financial accounting, reporting and record-keeping.

  • Use various computerized financial systems and adapt to changes in those systems.

  • Analyze and interpret various financial reports.

  • Learn/adapt to new computerized programs.

  • Operate modern office equipment including photocopier, calculator, computer and payroll administration and processing related software.

  • Use MIP Accounting software proficiently.

  • Interpret, apply, explain and reach sound decisions in accordance with MAAC and department policies, procedures and labor contract provisions.

  • Exercise appropriate judgment in answering questions and releasing information; analyze and project consequences of decisions and/or recommendations.

  • Maintain confidentiality and discretion with sensitive information.

  • Communicate effectively orally and in writing with a variety of individuals representing diverse cultures and backgrounds.

  • Establish effective working relationships with management, employees, employee representatives and the public representing diverse cultures and backgrounds.

    EDUCATION & EXPERIENCE

     

  • Bachelor’s degree in Business management, Accounting, Finance or related field.

  • Three (3) years of progressively responsible accounting experience, including at least one (1) year in a supervisory capacity.

  • Expert skill level in Excel; Microsoft certified in Excel preferred.

  • Experience with government contracts preferred.

  • Experience with non-profit accounting preferred.

  • CPA preferred.

  • Experience with MIP Fund Accounting System preferred.

HEALTH STATUS

Must have a physical examination, TB clearance and a drug screen by a doctor/clinic designated by MAAC as well as immunization records for influenza*, pertussis and measles as required by state and federal regulations prior to the first day of employment.

Physical Demands

While performing the duties of this class, an employee is regularly required to stand, walk and sit, talk or hear both in person and by telephone, uses hands to finger, handle or feel objects or controls, reach with hands and arms. Specific vision abilities required by this job include close vision, distance vision, depth perception, color vision and the ability to adjust focus.

BACKGROUND CLEARANCE

All positions are subject to a background/education check, DMV check, NSOR, exclusion and debarment checks prior to hire and periodically throughout employment as required by various funding sources.

Note: California Start law requires background criminal checks on anyone who works in a licensed childcare facility who is not a client. Must have or obtain a current criminal background check clearance, signed criminal record statement, and signed Acknowledgement to Report Child Abuse form prior to the first day of employment.

TRANSPORTATION

Must have and maintain a valid California Driver’s License, daily use of a personal, insured vehicle, and have and maintain a motor vehicle driving record acceptable to MAAC’s insurance carrier. Incumbents will be enrolled in the California DMV Pull Program.
