CALUMET COUNTY Birth to Three - Children's Long-Term in CHILTON, Wisconsin
JOB REQUIREMENTS: Establishes systems to monitor, review and develop programs and services in compliance with Federal, State, and local policies, regulations and laws; collects basic statistical data and information; interprets, updates, creates and implements policies, laws and procedures related to programs; establishes and monitors programs to ensure quality services are delivered; assures the application of evidence based and best practices; manages specific community contracts; oversees record and reporting requirements. Assists in the planning and presentation of strategic and annual plan goals, objectives, and outcome measures; assures staff and contracted agencies performance in relationship to goals; monitors regularly to determine possible adjustments. Functions as the agency\'s Children\'s Long Term Support Functional Screen Lead and monitors the performance of the screens by the program\'s Service Coordinators; oversees the training on the Functional Screen for new Children\'s Long Term Support staff and provides assurances to the State regarding Calumet County DHHS staff performance and testing outcomes on the Functional Screen. Participates in the preparation and administration of annual budgets for program operations; demonstrates fiscal responsibility in the spending of appropriated funds; authorizes services; reviews budget analysis reports and statistical data to ensure conformance to approved budgets; makes adjustments as necessary. Makes recommendations for and assists in the planning, writing, and negotiation of purchase of service requests for proposal and contracts; recommends actions concerning contracts; establishes systems to monitor services to ensure compliance with established goals, outcome measures and procedures. Coordinates services and networking efforts with staff, other department units, and community agencies; promotes the unit and agency in a positive manner and presents professional image. Coordinates the Children\'s Community Options Program and the program\'s advisory committee members, agendas, and meetings; is responsible for the annual Children\'s Community Options 5 Year Plan and yearly Updates and other responsibilities of the Lead Agency involved in the Children\'s Community Options Program. Attends training as approved or requested in order to obtain updates on changes of regulations, procedures, laws, service approaches, and management skills. May lead, prepare agendas or keep minutes for various committees and meetings. Review and approve billing invoices. Plans, discusses, and presents yearly objectives; meets regularly with staff regarding the day-to-day activities of the department and the formulations of long-range goals; develops concrete outcome measures for assigned programs; monitors regularly to determine further action steps needed. Participates in the hiring of unit staff; plans, schedules, and assigns work to subordinates; provides daily consultation and supervision to assure satisfactory performance, conducts unit meetings to promote consistency and collaboration among unit members; keeps staff informed regarding the day-to-day activities of the department and the formation of long-range goals; develops concrete outcome measures for assigned programs; monitors regularly to determine further action steps needed. Ensures compliance of service programs with appropriate County, State and Federal rules and regulations. Addresses and resolves complaints or grievances pertaining to service coordination functions. Plans and creates needed community services, program objectives and structures staffing needs and funding of programs. Functions independently in providing and supervising assessment, planning, coordination of resources, and educational/supportive services to a variety of clients experiencing a diverse range of problems. Works with the Management Team and staff to oversee dually eligible children receiving ervices in multiple Department programs. Provides agency and community education/consultation/intervention regarding Department services. Develops and oversees appropriate resources for children. Assigned to perform some crisis on-call supervision duty afterhours. Carries out supervisory responsibilities in accordance with the organization\'s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; staff development, planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints or grievances and resolving problems. ***** OTHER EXPERIENCE AND QUALIFICATIONS: Knowledge of human growth and behavior, a specific range of treatment modalities pertinent to the professional specialty area of the employee, and social casework principles and methods. Ability to provide effective leadership, case consultation and direction to professional and para-professional staff. Knowledge of and ability to apply Wisconsin and Federal Statutes, rules and regulations which affect casework functions. Knowledge of community based human services delivery system and resources available in the community. Ability to make independent decisions. Ability to establish and maintain effective working relationships with clients, coworkers, other agencies, and the public. Ability to apply laws of confidentiality appropriately.
