Summary This position is located at the Jesse Brown VA Medical Center within the Medical Imaging Service (MIS). The primary purpose of the position is to provide administrative and clinical coordination, both within and outside of MIS and Medical Center, as appropriate. Is directly involved in the development, implementation, evaluation, interpretation, revision, and necessary corrective action of applicable administrative policies, functions, activities, operations, and programs for service. Responsibilities Major duties include, but not limited to: Ensures policies developed are transmitted to responsible parties in the service to assure they are carried out, both at the supervisory and non-supervisory levels. Serves as the primary administrative resource for required specialty specific criteria. Complete audits utilizing Computerized Patient Record Systems (CPRS). Reconcile discrepancies by way of reviewing clinical notation and records review to determine if it can be accounted for and entered into VA Time and Attendance System (VATAS). Ensure that the Interventional Radiology attending physician and trainees listed in the procedure reports and notes correspond to those listed on the schedule for the day. Recording data in a monthly spreadsheet; and calculating percentage compliance on a monthly basis. Involved in both long and short-range planning and policies, including budget and fiscal management, supply, service and equipment procurement, HR, etc. Interprets and applies contract and procurement regulations. Oversees all equipment and space management. Serves as the administrative resource for Medical Imaging Service personnel management actions. Coordinates and participates in disciplinary actions and responds to appeals and grievances. Coordinates employee placement, follow-ups, and clearances. Prepares requests to the Chief of Staff (COS, ensuring that sufficient justification and supporting documentation are provided for committee review and recommendation to the Director. Coordinates the fund control points assigned to Medical Imaging. Keeps program coordinators and medical center Fiscal Officer informed of the status of funds obligated for service throughout the year. Contributes to the overall management of the medical center by participating as a team member. Accessible to all customers, including interdepartmental staff. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develops performance standards and conducts performance evaluations; Approves leave and establish work schedules; Prepares and submits position descriptions and functional statements; Maintain controls and suspense files; Coordinates merit promotion actions; Prepares various audits; Prepares budget projections; records and organizes documents relating to expenditures; Coordinates the fund control points assigned to service; development, implementation, evaluation, interpretation, revision, and necessary corrective action of applicable administrative policies, functions, activities, operations, and programs. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three full academic years of progressively higher level graduate education leading to such a degree in one or LL.M. if related. Note: coursework must have equipped you with the knowledge, skills, and abilities necessary to do the work of the Program Specialist position.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combinations of Specialized Experience and Graduate level education. The total number must equal at least 100 percent to qualify at this grade.
