MISSION: CDPH works with communities and partners to create an equitable, safe, resilient and Healthy Chicago.
The Director of Program Operations is responsible for planning, coordinating, and directing all immunization activities for the Immunization Services Division. This position provides the vision, leadership, and management to protect children and adults from potentially life-threatening, vaccine-preventable diseases. The Division includes six sections: Vaccines for Children (VFC) Program, Vaccine Management, Adult Immunization, Immunization Information System (IIS), Finance/Administration, and Clinical Services.
ESSENTIAL DUTIES
Directs the activities of 40 professionals, paraprofessionals and clerical staff who are responsible for all aspects of the Immunization Program.
Develops program objectives, policies, procedures, and program priorities in coordination with the Immunization Management team.
Provides leadership in developing collaborative efforts with multiple teammates and outside agencies to develop strategies to increase immunization coverage levels among all Chicago residents.
Designs and tracks performance and quality improvement measures for staff and program performance.
Directs the development and management of program contracts, budgets, grants and administrative functions.
Identifies new funding sources and assesses program capacity to take on new grant opportunities.
Manages organizational change for the Unit, including team building, strategic re-alignment, and human resources planning.
Develops and manages a $50M operating budget comprised of multiple funding (federal and state) sources.
Analyzes monthly and quarterly financial reports to identify spending variances.
Prepares comprehensive reports of program results and disseminates results in a wide range of venues including publications, summaries and special reports.
Evaluates programmatic, financial and personnel resources through ongoing program assessment, monitoring of delegated and direct services.
Prepares federal funding application, reporting, and performance measurement.
Monitors the performance and ongoing development and training of Program staff and conducts performance evaluations of supervisory staff.
Serves as liaison between other City departments, outside agencies and the general public and other City agencies in an effort to enhance and promote immunization services and program.
Represents CDPH and the City at local, state, and national forums.
Manages and directs special projects and initiatives.
Oversees the development, duplication and marketing of materials used to promote Immunization programs.
Identifies and researches specific problems and areas of opportunities and concerns and makes recommendations necessary to ensure program and operational efficiency.
Responds to public inquiries and comments regarding program concerns and complaints.

Days: Monday - Friday
Hours: 9:00AM – 5:00PM
*Some additional hours may be required in case of a public health emergency

Qualifications:
MINIMUM QUALIFICATIONS
Graduation from an accredited college or university with a Bachelor’s Degree in the Social Sciences, Business or Public Administration, Public Health or a directly related field, plus seven years of experience in the planning, implementation or administration of social service, public health or public service programs, of which five years is in a management/supervisory role related to the responsibilities of the position, or an equivalent combination of education, training and experience, provided that the minimum degree requirement is met
SELECTION REQUIREMENTS
Interview: (MS Teams), testing: exercise to be completed before interview.
NOTE: Preference will be given to candidates possessing the following:
Master’s degree or higher in public health, public administration or related health science or administration field.
Previous work experience in a position involving the development of program policies and procedures in a Public Health setting or for private sector.
Previous work experience with federal and state grant programs pertaining to requirements, contractual arrangements, and procedures.
Previous direct work experience directing, managing and/or supervising multi-disciplined public health-related regulatory programs.
Proficient in Microsoft applications (Excel, Word, PowerPoint, Outlook) and online databases.
