POSITION SUMMARY:

The Director of Community Programs is responsible for overseeing and managing the development, implementation, and evaluation of various community-based initiatives and services. The Director will be responsible for the overall leadership, supervision, and oversight of Community Programs. The Director of Community Programs plays a vital role in advancing the organization's mission and fostering positive change within the community. The Director serves as a liaison between the organization and the community, working collaboratively to address needs, promote empowerment, and build a stronger, more resilient community

ESSENTIAL JOB FUNCTIONS:

Strategic Planning:

  • Develop and implement strategic plans for community programs aligned with the mission, vision, and goals of WestCare Illinois (Chicago).

  • Identify and understand emerging community needs and trends to inform program development and expansion.

    Program Development and Implementation:

  • Lead the design, development, and implementation of community programs and initiatives.

  • Collaborate with internal teams, community organizations, and stakeholders to develop and sustain innovative programs that address identified community needs.

  • Ensure programs are delivered in a manner consistent with cultural sensitivity, inclusivity, and accessibility to all members of the community.

    Community Engagement:

  • Build, maintain, and deepen transactional and transformational relationships with community partners, stakeholders, and key organizations.

  • Foster collaboration and formal partnerships to leverage resources and enhance program effectiveness.

  • Organize community events, workshops, and outreach activities to promote program awareness and engagement.

  • Collaborate with partners to coordinate the delivery of resources to those in need.

    Team Leadership and Management:

  • Provide leadership and direction to a team of program supervisors, counselors, and volunteers.

  • Partner with Financial Operations Manager and Program Supervisors to ensure quality assurance standards are met regarding clinical and billing documentation.

  • Ensure timely correction of clinical and/or billing issues and provide direction to remedy or mitigate any identified issues.

  • Support completion of annual Medicaid training certification for all applicable staff.

  • Recruit, train, and supervise staff to ensure the successful implementation of all programs and services

  • Foster a positive work culture that values diversity, equity, and inclusion.

    Financial Management:

  • Develop and manage program budgets, ensuring resources are allocated effectively and efficiently to ensure maximization of revenue and cash flow.

  • Monitor expenditures, track program performance, and prepare financial reports for stakeholders and funders to ensure fiscal integrity of all assigned programs.

  • Identify opportunities for grant funding, partnerships, and fundraising to support program sustainability and organizational growth.

    Monitoring and Evaluation:

  • Establish program evaluation frameworks and metrics to measure outcomes and impact consistent with funder requirements and organizational improvement goals.

  • Collect information and analyze data to assess program effectiveness and identify areas for improvement.

  • Use feedback from participants, stakeholders, and partners to inform program enhancements and modifications.

  • Leverage qualitative and quantitative metrics to improve staff performance.

  • Ensure staff adherence to all applicable policies, organizational guidance, program philosophy, and curriculum fidelity.

  • Ensure the completion of quarterly and annual reports for grants, agreements, and contracts.

  • Embrace and embody the mission, vision, guiding principles, clinical vision, and goals of WestCare Foundation.

  • Perform any other duties as assigned.

Qualifications

ESSENTIAL QUALIFICATIONS:

Certifications/Licenses:

  • LCPC/LCSW required

  • Maintain annual Medicaid training certification.

    Education:

  • Masters degree in social services is required.

    Other:

    Experience and Competencies:

  • Ability to have flexibility in schedule, to include but not limited to evening hours and weekends.

  • Knowledge of offender populations, criminal subcultures, and cultural differences, substance abuse assessments tools, therapeutic community concepts.

  • Strong organizational and time-management skills.

  • Excellent communication and interpersonal abilities.

  • Proficiency in data collection and analysis.

  • Knowledge of client satisfaction survey methodologies.

  • Familiarity with clinical file management and regulatory standards.

  • Bilingual is preferred.

  • Must be highly organized, detail focused, and have excellent time management.

  • Must be able to work independently and demonstrate initiative toward goals for programs.

  • Must possess strong computer skills.

  • Excellent communication and interpersonal skills

  • Ability to pass background check.

  • Ability to obtain and maintain DCFS CANTS clearance.

  • Ability to obtain and maintain OIG LEIE clearance.

  • Ability to pass pre-employment drug screening.

  • Ability to exercise good judgment and discretion.

  • Ability to work well in a team environment.

  • Adherence to the highest standard of ethical conduct, especially to standards governing confidentiality.

  • Must have professional appearance and demeanor.

  • Must be culturally/linguistically sensitive to populations served.

  • Ability to obtain and maintain CPR certification, first aid certification, and an annual tuberculosis test.

  • Valid driver’s license and ability to obtain and maintain WestCares vehicle insurance is required.

  • During your tenure with WestCare there may be new requirements, including, but not limited to vaccinations that are issued by local, State, Federal, and/or Funders that WestCare may have to comply with. Should this occur Human Resources or appropriate personnel will inform you.

    The employee must be able to perform the following essential duties and activities with or without accommodation:

    Physical Demands:

  • Requires mobility and physical activity: Having an adequate range of body motion and mobility to work in an office, residential, or outdoor environment including standing and walking (even and uneven surfaces), sitting for extended periods of time, bending, twisting, reaching, balancing, occasional lifting and carrying of up to 50 pounds. Use of computer and telephone systems is required, which includes coordination of eye and hand, and fine manipulation by the hands (typing, writing, and working with files).

  • Requires the ability to defend oneself and clients in physically abusive situations through the use of approved verbal de-escalation techniques.

  • Requires talking: Expressing or exchanging ideas by means of the spoken word. Talking is required to impart oral information to employees, clients, patients, and the public, and in those activities in which the employee is required to convey detailed or important spoken instructions to others accurately, loudly, or quickly.

  • Requires hearing: Hearing is required to receive and communicate detailed information through oral communication.

  • Requires seeing: Clarity of vision at 20 inches or less and at distance. This factor is required to complete paperwork for many of the employee’s essential job functions and to observe client behavior and activities in and out of the facility.

  • The normal work routine involves no exposure to human blood, body fluids or tissues. However, exposure or potential exposure may be required as a condition of employment. Appropriate personal protective equipment will be readily available to every employee.
