JOB ANNOUNCEMENT

ASSISTANT ZONING ADMINISTRATOR

DEPARTMENT OF PLANNING & DEVELOPMENT

Bureau of Zoning

Number of Positions: 1

Starting Salary: $135,084.00 - $152,748.00

Under supervision and in coordination with the Zoning Administrator, assists in managing and directing zoning-related: i) permit and plan review applications and inquiries; ii) inspection and enforcement powers under the Municipal Code; iii) innovative text and policy strategies; and iv) performs related duties as required.

ESSENTIAL DUTIES

· Directs five (5) supervisors, who collectively manage a staff of 20 examiners and project coordinators, in reviewing all requests, permits, and projects subject to by-right, variation, special use, or planned development allowances and provides updates on project status

· Coordinates research on zoning-related best practices and advises the Zoning Administrator on zoning and land use policy proposals and recommendations

· Monitors implementation of zoning and land use plans and policies

· Drafts zoning-related ordinances and text and map amendments, and briefs plan examiners and other Zoning Bureau staff on changes made to the zoning code

· Develops and monitors programs designed to improve and expand Bureau services and efficiency

· Reviews opinion letter requests issued on behalf of the Zoning Administrator

· Testifies before various City review and approval bodies such as the Committee on Zoning, the Zoning Board of Appeals, and the Chicago Plan Commission, as necessary

· Reviews requests to investigate improper land use or potential zoning violations and coordinates inspections with staff from aldermanic offices and the Departments of Buildings, Law, and Business Affairs and Consumer Protection

· Represents the Zoning Bureau at conferences, meetings, and to elected officials and members of the general public regarding the operations of t he Bureau

· Communicates instructions issued by the Zoning Administrator to subordinate staff and members of the general public

· Coordinates annual Zoning Bureau budget preparation with and for the Zoning Administrator

Additional duties may be required for this position

Location: City Hall, 9 th Floor

Days: Monday – Friday

Hours: 9:00am – 5:00pm

THIS POSITION IS EXEMPT FROM THE CAREER SERVICE

Qualifications:

MINIMUM QUALIFICATIONS

· Graduation from an accredited college or university with a Bachelor’s degree in Planning or a directly related field, plus seven (7) years of work experience with the Chicago Zoning Ordinance, of which two (2) years are in a supervisory role related to the responsibilities of the position; OR

· Graduation from an accredited college or university with a Master’s degree or higher in Planning or a directly related field, plus six (6) years of work experience with the Chicago Zoning Ordinance, of which two (2) years are in a supervisory role related to the responsibilities of the position

SELECTION REQUIREMENTS

The position requires applicants to complete an interview which will include a skills assessment as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected

Preference will be given to candidates possessing the following:

· Ability to manage multiple large-scale projects simultaneously

· Ability to develop, track, and analyze project metrics

· Proficiency working with Microsoft Office Suite

· Proficiency with ESRI ArcGIS products including (ArcGIS online tools and ArcGIS Pro)
