Summary This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Center for Operational Oceanographic Products and Services (CO-OPS) with one vacancy in Chesapeake, VA. Responsibilities As an Oceanographer, you will perform the following duties: Design, plan, and implement oceanographic and meteorological (Ocean/MET) projects in collaboration with a team of scientists and other stakeholders. Oversee data collection, analysis, and interpretation, and ensure that test findings are accurately reported and disseminated. Work with other project managers, team leads, colleagues, and stakeholders to ensure that the project objectives align with organizational goals. Develop and maintain Center for Operational Oceanographic Products and Services (CO-OPS) relationships with stakeholders, including other government agencies, academic institutions, and industry partners, to advance the project's goal and CO-OPS mission. Work with Team Lead and Branch Chief, manage resourcing and provide project leadership and guidance to ensure that objectives are met. Ensure compliance with all relevant regulations, policies, and procedures. Manage mission critical system development support for navigational and non-navigational applications including CO-OPS observing systems such as NWLON, PORTS, NCOP, COASTAL, and support for Office of Coast Survey (OCS) hydrographic surveys, National Geodetic Survey (NGS) Remote Sensing surveys, and the National Ocean Service (NOS) VDatum Program. Coordinate the design, testing, and evaluation of Ocean/MET sensors and systems. Oversee test programs used to set up, calibrate, update, and test Ocean/MET sensors and evaluate operational performance. Support the development, review, and documentation of test plans for new oceanographic and meteorological sensor technology and related systems. Manage mission critical development of support protocols, including the repair, test, calibration, and evaluation of operation and performance of Ocean/MET systems. Develop and review procedures for deployment of Ocean/MET systems used for observing system testing and field operations. Establish and monitor data acquisition systems and conduct various data processing after completing field and controlled laboratory tests, followed by post-test data analysis. Oversee the performance of quantitative data analysis of laboratory and field test data collected by new measurement systems, including various time series analysis methods to quantify sensor performance and understand physical oceanographic and meteorological processes being measured. Manage the evaluation of Ocean/MET sensor performance using data processing and quantitative data analysis of test data collected by measurement systems. Make recommendations for the development of operational standards and procedures for instrumentation to include real-time data telemetry and acoustic Doppler current profilers, water level sensors, microwave sensors, meteorological sensors, and Ocean/MET systems. Author peer reviewed scientific and technical papers, and presents scientific and technical findings at conferences and participating and leading scientific workshops. Requirements Conditions of Employment This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-4 is equivalent to the GS-13/14. CONDITIONS OF EMPLOYMENT: Must be able to obtain/maintain a valid state driver's license to operate a government vehicle in completion of assigned tasks - site visits, field research, etc. Travel up to 6 days at a time/30 days a year. PHYSCIAL REQUIREMENTS: Required to lift up to 50 pounds. Required to perform outdoor work on piers/wharfs, or from small boats to deploy or recover equipment. Required to climb, stoop, or bend in order to install equipment including installation of sensors and Ocean/Met observation systems. A background investigation will be required for this position. Degree: major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences. OR B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education. Applicants who qualify on the basis of major study in biology or geology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics. AND SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Specialized experience MUST include all of the following: Participating in the development or implementation of oceanographic or meteorological projects; Contributing to mission critical system development support for navigational or nonnavigational applications such as observing systems; and Evaluating oceanographic or meteorological sensor performance using data processing or quantitative data analysis of test data.
