State of Massachusetts HR Processing Specialist II in Chelsea, Massachusetts

Our vision is to conduct our operations in a manner that inspires public confidence in government by administering and enforcing tax, child support and municipal finance laws in ways that are innovative, customer-focused, and transparent. *Position Summary:* * The Human Resources Bureau at the Massachusetts Department of Revenue (DOR) is looking for a highly motivated and enthusiastic candidate to join our team. We are looking for an HR generalist who will be a key utility player in our fast-paced environment. This is a great opportunity for someone who is a self-starter, capable of managing competing priorities and is eager to gain a variety of skills. Duties & Responsibilities (include but are not limited to): * Administer, review and process personnel actions (e.g., new hires, promotions, demotions, etc.) utilizing the MassCareers job posting system, conducting research of personnel histories, tracking service dates, and updating the state personnel administration system (HRCMS). * Research and determine vacation, department and state service dates and correct leave plans for employees by reviewing their employment history. Update changes in HRCMS. * Implement salary adjustments (e.g., technical pay increases, collective bargaining increases, arbitration decisions, settlement agreements, classification adjustments, etc.) by conducting research of personnel histories, calculating salary modifications; updating HRCMS and by coordinating retroactive payments with the payroll unit in accordance with the laws, policies and contractual requirements. * Administer 03/07 credible service requests by corresponding with DOR employees and other agencies to collect service information and verification, by preparing paperwork for appointing authority approval and by updating data accordingly. * Review, verify and provide the State Retirement Board with salary history data for retiring employees. * Generate and prepare reports as required from personnel databases/Microsoft Office to respond to requests for personnel information. * Confer with agency staff to exchange information, coordinate efforts, and obtain information concerning policies and procedures. Makes recommendations to improve policies and procedures. Draft program guidelines and procedures. * Respond to all employee and management questions on the above functions. * Participate in projects to support business operations and strategies. * Proficiency in the Commonwealth's personnel administration systems, (HRCMS and CIW) and VISIO is a plus. /As part of the Future of Work initiative, the agency has adopted a hybrid work model.  Hybrid work is a mix of in-office work and telework.
