Air National Guard Units HAZMAT SPECIALIST (TITLE 32) in Charlotte, North Carolina

Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HAZMAT SPECIALIST (TITLE 32), Position Description Number D1411P01 and is part of the NC ANG, National Guard (ANG - 145th LRS/ Manning Doc 0084553). Responsibilities As a HAZMAT SPECIALIST, GS-2001-09, -- Manage, control, oversee, coordinate and implement the base HAZMAT Pharmacy program and function. Provide day-to-day management and oversight of assigned personnel and monitor daily HAZMAT operations and activities. Review computer-generated listings; coordinate office budget requirements; and provide work assignment, guidance, and direction to lower-graded personnel. Coordinate with a variety of functional elements, personnel, and off-base contacts to accomplish assigned mission. Serve as a technical advisor to the Wing Commander regarding the hazardous materials program and issues; and serve as a member of the HAZMAT Planning Team, the Environmental Protection Committee, and as an advisor to the base Safety Counsel. Identify new HAZMAT and customer requirements. Control IEX-coded materials, processes and approve customer requests, enroll new customers, requisition hazardous materials, perform research, verify data, etc. Receive, issue, store, and ship hazardous materials. Determine storage requirements, arrangement of materials, and space utilization required. Use safe and secure storage and distribution practices to ensure maximum protection of workforce personnel and the environment. Process approvals, rejections, denials, waivers, or terminations; and provide interchangeable or substitute stock items. Utilize the Government Purchase Card (GPC) for all local purchase requirements, and perform a monthly reconciliation of all purchases and expenditures. Manage shop excess, perform shelf life inspections, coordinate stock level adjustments, and distribute inventory listings to appropriate users. Develop, replenish, and monitor stock levels. Maintain listing of partially consumed hazardous materials or "free issue" items. Stock, inventory, and track deployable HAZMAT kits before and after deployments. Maintain accountability of hazardous materials owned by visiting units. Assist in the identification of less hazardous materials. Develop specialized purchase procedures for the purchase of hazardous materials in smaller quantities, to provide short lead time for deliveries, and to reconsider economic order quantities. Coordinate base-wide pick-up and delivery of hazardous materials. Serve as the HAZMAT systems administrator utilizing the Standard Base Supply System (SBSS), Enterprise Supply Solution (ESS), Environmental Management Information System (EMIS), and Enterprise Environmental Safety Occupational Health-Management Information System (EESOH-MIS) to manage and update HAZMAT inventory data. Authorize exceptions to user authorizations. Monitor and authorize upgrades to EMIS, HMIS, EESOH-MIS, and/or to the network server. Authorizes access to the HAZMAT tracking system and provides backup to the EMIS or EESOH-MIS database. Researches EESOH-MIS master library database, and querie the AF HAZ tracking system for MSDS information. Maintain the base Material Safety Data Sheets (MSDS) library and the 3952 database; and obtain required HAZMAT information utilizing the Internet, as required. Train personnel regarding the use of enhancements to the Depot Maintenance-Hazardous Material Management System and train personnel regarding HAZMAT communication requirements. Manage the HAZMAT/ODS (Ozone Depletion System) tracking system and records maintenance data as required. Track hazardous materials for deployments and redeployments. Develop base regulations and operating instructions and procedures involving hazardous material requirements and processes in accordance with Federal, State, and military regulations, guidelines, and instructions. Advise customers and assigned personnel of specialized or new HAZMAT policies, practices, and requirements. Review proposed regulation revisions and submit changes to initiating offices/agencies, as required. Insure that all affected organizations and personnel are aware of new regulations, requirements, or guidelines. Develop and conducts HAZMAT training to managerial, supervisory, and base personnel. Develop lesson plans, course materials and schedule and conduct training. Conduct worksite visits, identify customer concerns, and determine materials usage. Make recommendations to improve customer service and provide follow-up as required. Gather and compile information for reports to Federal, State, USAF, and/or ANG agencies regarding program status, HAZMAT item status, compliance issues, budget information, etc. Performs other duties as assigned. Requirements Conditions of Employment Qualifications Military Grades: Enlisted (A1C/E3 to TSgt/E6) Minimum Requirements: Experience, education, or training in a variety of operations or situations concerned with substance or content of supply actions, requiring ability to decide course of action to take, considering the circumstances or conditions encountered. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 12 months experience, education, or training which demonstrates a thorough knowledge of governing supply regulations, policies, procedures, and instructions applicable to the specific assignment. Experience conducting extensive searches for required information; reconstructing records for complex supply transactions; and/or provide supply operations support for activities involving specialized or unique supplies, equipment, or parts. Experience performing routine aspects of supply work based on practical knowledge of standard procedures, where assignments include individual case problems related to a limited segment in one of the major areas of supply management.
