The Opportunity
Reporting to the Manager of US Environmental Planning and Permitting, this position will be an integral part of the team responsible for managing customer focused environmental permitting and compliance efforts on Modernization, General Plant Maintenance Capital (GPMC), Storage, Operations & Maintenance projects for TC Energy's US Natural Gas Business Unit. This position also provides environmental compliance expertise to various internal stakeholders.
What you'll do Environmental project manager responsible for environmental permitting on Federal Energy Regulatory Commission (FERC) regulated projectsfor natural gas pipelines, storage and all appurtenant facilities. Manage environmental permitting related activities and compliance measures associated with a project development from concept to completion. Execute projects on-time and on-budget: ability to measure project success from an established project scorecard and schedule. Organize, manage and monitor the progress of environmental work assignments for multiple, concurrent projects. Effectively communicate with and negotiate permit conditions with applicable Federal, State and Local agencies. Participates in the project planning process and identifies regulatory requirements needed for the successful completion of projects. Collaborate with internal teams and contractors, as well as external agencies and stakeholder groups. Responsible for coordinating and/or conducting monitoring and field investigations needed to support permit applications and assure compliance with existing permits, when applicable. Oversees environmental and cultural resource surveys, environmental report and/or assessment preparation, and other environmental permitting with a commitment to detail. Partners with construction field personnel to achieve compliance goals and meet regulatory requirements. Plays supportive role in constructing projects rather than strict auditing. Works with the project teams and stakeholders to plan strategy and approach for achieving and maintaining environmental compliance. Leverages insight gained from prior experience, inspections and agency feedback in order to improve the process and approach. Post-construction monitoring management: Executing a plan to effectively organize post-construction activities on all projects requiring monitoring, permit close-out and/or settlement agreements. Requires travel to project locations, agency inspections, and other field office locations within TC Energy's US Natural Gas footprint.
Minimum Qualifications Bachelor's Degree in an environmental science, environmental engineering, natural resource management or related fields Comprehensive knowledge of environmental laws/regulations and practices including but not limited to the National Environmental Policy Act (NEPA), Natural Gas Act (NGA), Endangered Species Act (ESA), Clean Water Act (CWA), Natural Historic Preservation Act (NHPA) and others pertaining to the pipeline transmission and storage sector and/or pipeline development. Minimum 5-7 years' experience in managing environmental planning and permitting for transmission pipelines, storage facilities and other energy projects, including routing/siting, environmental planning, project management and environmental compliance
