The Opportunity Our US Gas Control & Planning group is currently looking to add a Control Room Management Engineer / Analyst to the team, based in Charleston, WV.
Reporting to Manager, Control Room Support US, this role is the technical and business resource for Gas Control. The objective is to provide Gas Control and other internal customers with the technical and business guidance necessary to meet our customers' contractual obligations while ensuring compliance with our tariff that satisfies the Federal Energy Regulatory Commission (FERC) and our comprehensive Control Room Management (CRM) Program that satisfies the requirements of the Pipeline Hazardous Materials and Safety Administration (PHMSA) regulations.
What you will do Assist with the execution of the CRM plan that is required under Pipeline and Hazardous Materials Safety Administration (PHMSA) regulations for gas operators (* 192.631) Interpret applicable codes and regulations in a wide variety of specific and related specialized areas within the industry as it applies to Control Room Management and recommends appropriate action Represent Gas Control during PHMSA audits and provide compliance validation as requested to PHMSA or Agent States Oversee USNG Control Room Operator Qualification Program Create/ update and present training material to control room staff Ensure controllers and supervisors are trained in fatigue mitigation and/or recognizing the effects of fatigue and establish a maximum limit on controller hours of service Create and present presentations to various levels of management, FERC, DOT, SGA and other stakeholders Review all Abnormal Operations in SAP for Gas Control involvement Lead or participates in Root Cause Analysis studies of the Abnormal Operations as necessary Oversee training on the CRM plan and on associated standards Oversee documentation and records retention for Gas Control; develops standards for how research and documentation is processed, reviewed and approved. Maintains records showing compliance and deviations with the requirements of the regulations Oversee and implements an alarm management plan including review of safety related alarms; monthly review of off scan alarms, inhibited alarms, false alarms or those with forced or manual values; annually verifying required safety related alarm set points; review of the alarm management plan; monitor the volume and content of general alarm activity directed to each controller at least once per year and; address deficiencies identified - report findings and maintain records for audit purposes Solve analytical problems for non-routine issues; ability to quickly determine when deviations or anomalies can lead to problems. Apply formal planning and analysis techniques for work; thoroughly address all resources when planning work (including technical and non-technical aspects when analyzing work) Provide information and analysis from various software systems such as supervisory control and data acquisition (SCADA), EBBs, and the PI Historian to other department Initiate and identify inefficiencies and makes improvements to processes and methods within Gas Control, provides new ideas on procedures and savings Work with the Controllers and the Monitoring Center to troubleshoot software issues and implement solutions Coordinate...
