Mathematica Advisory Services Analyst - Health (Remote Eligible) in Charleston, West Virginia

We currently have openings for Advisory Services/Project Management Analysts with a strong interest in managing and evaluating federal, state, or foundation health policy and programs. The Advisory Services Analyst role blends management, technical assistance, and research. As such, we are seeking prospective employees with a passion for project management and an interest in improving government operations and health care delivery. In particular, we are looking for individuals who can support current and emerging work across any number of areas such as: disability, population health, mental health and substance use, value-based purchasing and alternative payment models, measures of delivery and quality of services for beneficiaries, quality improvement, data analytics, and outcomes of innovative programs and policies. Candidates do not need to have experience in all these areas but should have academic or professional experience in at least one of them. Advisory Services/Project Management Analysts dedicate about half their time to project management and work across multiple policy areas, typically on 2-3 projects at a time in roles requiring collaboration and direct client contact. We encourage candidates with an interest in project management and health policy and who enjoy working in a collaborative environment that emphasizes quality, rigor, and critical thinking to apply.

 

Across all projects, Advisory Services/Project Management Analysts are expected to:

• Provide the direction and organization needed to help keep projects on time and on budget and facilitate communication between internal and external interested parties. • Conduct project management activities, such as helping project directors plan, manage, and close out complex projects, and designing and implementing tools and processes to help organize data and manage teams. • Develop and maintain project collaboration tools, including Microsoft Project schedules, SharePoint websites, Jira trackers, Confluence pages, Smartsheet platforms, and Excel spreadsheets. • Apply rigorous analytic thinking to analyze and interpret qualitative, quantitative, or other program data to evaluate policies and programs or inform the delivery of technical assistance on federal, state and foundation health policy projects. • Learn complex policies and develop subject matter knowledge to serve in research-oriented roles that complement their project or task management assignments, such as managing surveys or conducting interviews or site visits to support qualitative data collection activities. • Evaluate operational components of projects and programs and describe problems, options, and solutions to senior staff and clients. • Author client memos, issue briefs, chapters of reports, sections of presentations, technical specifications or user manuals for reporting systems, or other technical assistance tools. • Bring creative ideas to the development of proposals for new projects.

Position Requirements:

• Master’s degree in public health, public policy, public administration, social work, business, or health-related field; or bachelor’s degree and commensurate experience in operations or management-oriented positions in a health-related field. • Strong management skills, including ability to monitor costs on multimillion-dollar contracts, mentor staff, and oversee small teams to complete work within tight timelines without compromising on quality. • Strong organizational skills and high level of attention to detail; flexibility to manage multiple priorities, sometimes simultaneously, under deadlines. • Strong analytic and problem-solving skills, and ability to apply critical and creative thinking to identify solutions and respond to client requests in situations where guidance is unclear or absent. • Excellent oral and written communication skills, specifically the ability to write clear and concise documentation and to speak with clients diplomatically. • Proficiency with Microsoft Word, Excel, and PowerPoint. • Some travel may be required.

Desired skills and experience

• Experience with management tools, such as Microsoft Project, SharePoint, Smartsheet, Confluence, and Jira. Certifications demonstrating management proficiency and expertise, such as Project Management Professional (PMP) or Lean Six Sigma. • Work experience with a federal or state agency, foundations, or other health care entities is highly desirable. • Experience serving as a bridge between business owners and technical staff. • Interest in improving and researching government programs or providing technical assistance to health care entities. • Knowledge of quantitative research methods, qualitative research methods, and/or an understanding of software development life cycles and agile development. • Experience engaging a range of clients by applying a variety of approaches (such as human-centered design).

This position offers an anticipated annual base salary range of $70,000 - $95,000.
