The primary purpose of this position is to serve as a CAD/GIS specialist for the development, implementation, maintenance, administration, coordination, security, and adaptation of geospatially referenced database technologies and datasets for the GeoBase Geographic Information System (GIS) at Joint Base Charleston (JB CHS). [cont. in "Duties" section] Responsibilities THIS IS A TERM POSITION NTE 36 MONTHS Continued from "Summary" section: This position requires the application of comprehensive, practical knowledge of, and extensive experience and skill in cartography, surveying, mapping and related sciences, to include relevant mathematics and statistics to plan, design, research, develop, construct, evaluate and modify mapping and charting systems, datasets, products, and technologies. Duties: Executes 628th CES/CENME GIS programs. Provides geospatial support to a variety of installation and functional area organizations. Evaluates, develops, and provides recommendations for implementation of database standards and policies that have significant impacts on capabilities of the GIS and Global Positioning System (GPS) data collection systems. Develops installation CAD/GIS-related management and design programs, applications software guidance, standards, and instructions. Uses GIS and surveying knowledge to plan, procure, and collect hard and soft copy materials to facilitate the development of GIS capabilities. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Technical and Medical Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes experience in cartography or in a related field such as photogrammetry or geodesy, where the work required similar knowledge and skills; practical knowledge of, and extensive experience and skill in applying, the principles and practices of cartography and the GeoBase system sufficient to perform the work of a system administrator; practical knowledge of, and extensive experience and skill in laying out, coordinating, and composing unusually difficult and complex maps; practical knowledge of, and extensive experience and skill in applying surveying techniques and the principles and practices of cartography sufficient to layout, coordinate, and execute an extremely difficult multisheet map. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Civil Engineer structures and associated functions. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Comprehensive, practical knowledge of Computer Aided Drafting/Geographical Information Systems (CAD/GIS) applications COTS software and their use in generating complex maps. 4. Extensive knowledge of and skill in designing, organizing, and managing diverse digital geospatial database systems and experience with Oracle or MS SQL relational database systems sufficient to work with remote Oracle experts to effectively troubleshoot technical issues, create and maintain cartographic datasets and databases. 5. Comprehensive, practical knowledge of, and skill in applying theories, principles, practices, and application of cartography sufficient to analyze and manipulate data from surveying, cartographic, architectural, and engineering sources in order to develop and implement interactive mapping services and data visualization to the installation. 6. Knowledge of MS Windows operating systems, associated devices, and the inter-operability of systems sufficient to maintain system back-up and trouble-shoot computer systems. 7. Knowledge of computer data base management and systems administration techniques sufficient to apply knowledge of information processing standards and procedures to CAD/GIS applications. 8. Skill in working on complex teams of technical experts and computer end users. 9. Ability to communicate effectively, both orally and in writing, using both tact and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
