Koniag Government Services is hiring a Subcontract Manager to support its Shared Services Division . Under the supervision of the Vice President of Contracts, the Subcontract Manager is responsible for performing the full suite of subcontract management and procurement duties pre- and post-award for technically and administratively complex contracts of all types, with emphases on compliance, operational efficiency, and customer service. Creates solicitations, supports proposals, conducts price and cost analysis, negotiates price/cost and price/cost related terms and other subcontract or other agreement provisions. Performs analysis of supplier proposals with respect to Ts & Cs, appropriate FAR clause flow-downs, proposed price/cost, schedule, and coordination of the technical response as it relates to the specifications/statement of work. Ability to interact with program and project managers, clients, and corporate departments; perform consistent with the firm’s approach to subcontracts negotiation and management; and serve as an adviser to internal stakeholders on subcontract and related regulatory matters.

Essential Functions, Responsibilities and Duties include, but are not limited to:

  • Possess a comprehensive mastery of the full Federal Government subcontracts/procurement lifecycle and associated regulatory and compliance requirements to immediately take ownership of existing subcontracts and plan for new ones

  • Prepare RFPs tailored to specific requirements; evaluate subcontractor proposals.

  • Review prime solicitation packages and draft subcontract solicitation packages tailored to specific requirements to support prime proposal.

  • Develop proposal negotiation strategy in concert with Contracts and Program Managers and lead negotiations.

  • Conduct price analysis evaluation of subcontractor proposals and write subcontract price analysis narratives for prime contract proposals.

  • Provide advice and support in developing Statements of Work (SOW); source selection criteria and performing source selections.

  • Draft, issue, negotiate and execute Subcontract Agreements, Task Orders, Purchase Orders, Consulting Agreements, Modifications, Teaming Agreements, and Non-Disclosure Agreements within the limits of authority delegated by the upper management.

  • Negotiate subcontract agreements, including prices, terms, schedules and other provisions and ensure appropriate prime contract flow downs and firm or agency provisions are incorporated into subcontract agreements.

  • Monitor subcontractor performance and initiate/coordinate corrective action if performance falters; execute contract modifications in response to changing requirements; monitor incremental funding and expenditures and perform close-out activities.

  • Notify operational and shared services management of potential non-compliance and other problems that could have an adverse impact to the company.

  • Serve as the primary interface with subcontractors in the pre- and post-award phases.

  • Submit accurate and timely reports (internal and external), as required.

  • Ensure the maintenance of complete and accurate subcontract records in the company’s systems.

  • Assess risks, propose mitigation approaches, and implement mitigate risk mitigation actions at all phases of subcontract formation, performance and close-out.

  • Lead special projects and process improvement activities with organization-wide impact, as directed.

Work Experience, Knowledge, Skills & Abilities:

  • This position requires US Citizenship due to our Federal contractual obligation.

  • Knowledge of FAR (including Subparts), and related federal legislation and regulations, and industry best practices as it relates to subcontractors.

  • Strong understanding of all contract types, including but not limited to: T&M, FFP, CPAF, CPFF and IDIQs.

  • Comprehensive knowledge of small business and small disadvantaged business requirements desired.

  • Strong working knowledge of the full Government Contracts lifecycle and how the Subcontract Manager role fits into the lifecycle

  • Ability to work independently, take ownership of tasking and communicate effectively with all levels of a company.

  • Ability to manage multiple time zones, tasks, and customer needs.

  • Must be a team player willing to collaborate and ensure projects are completed accurately and in a timely manner.

  • Must have a high degree of integrity, work well with others, protect the company’s interests while assuring customer satisfaction.

  • Strong working knowledge of a variety of computer software applications (MSWord, Excel, Access, PowerPoint, SharePoint, and Outlook).

  • Must have the ability to travel periodically, if needed.

  • Must have the ability to work nights, weekends, and holidays as required to meet business demands.

Experience:

  • Minimum of fifteen (15) years of dedicated experience in a Federal Government contracting environment.

  • Minimum of eight (8) years of experience managing subcontracts and/or contracts in Federal Government contracting.

  • Requires a bachelor’s degree in business or related field.

  • Experience working for a Small Business and/or 8(a), ANC is a plus.

  • JAMIS Prime ERP Accounting System experience preferred.

  • Industry-specific training and/or certification is a plus.

  • Familiarity with Federal Government Contractor Purchasing Systems and ensuring successful Government review is a plus.

Working Environment & Conditions

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The work load may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
