Noblis Project Engineer – Acquisitions (All Levels) in Chantilly, Virginia
Responsibilities
Professionals in acquisition are responsible for identifying, evaluating, and executing strategies to assist government procurement agencies in defining proposals and qualifying vendors to procure new assets or capabilities that align with an organization's growth objectives. They utilize their expertise with the defense acquisition process, contract management, and negotiation to support clients in the analysis and improvement of acquisition process policy and procedures. Typical responsibilities include devising strategies for deploying and implementing new acquisition policy initiatives and measuring the effectiveness of implementations. Acquisition roles also involve soliciting bids and proposals from vendors, negotiating contracts and agreements, and managing vendor relationships to ensure compliance with contractual terms and performance expectations. Additionally, professionals may be involved in evaluating supplier performance, resolving vendor disputes and issues, and monitoring and tracking procurement activities and expenditures to ensure alignment with budgetary and regulatory requirements. Their expertise in areas such as procurement processes, supplier management, and contract negotiation enables organizations to optimize purchasing decisions, minimize costs, and achieve operational efficiency and effectiveness.
Noblis-ESI is seeking a Project Engineer with an acquisitions and contracting background to support our client on-site in Chantilly, VA.
Job Respon sibilities
Serve as acquisition support to the government Program Manager (PM) with responsibility for technical knowledge of the assigned teams and programs/projects
Provide acquisition guidance, planning, and recommendations related to the integration of National Systems-based capabilities
Assist the PM/COTR during development of RFP packages and coordinate completion of technical evaluation of proposals received in response to the RFPs, Task Orders, BAAs, and Other Transactions
Support the PM in multiple areas at the systems, mission, and enterprise levels; with program management; acquisition support; analytic support and analysis; and budgetary practices
Serve as technical expert in their assigned area
Other responsibilities include administrative and technical support to the Government leadership team, internal cross coordination, external mission partners and other DoD/IC customers
Required Qualifications
Bachelor'sdegree in Technology, Computer Science, Engineering, Business, or a related field. Alternatively,demonstrateanadditional4 years of related acquisition experience per level if no bachelor's degree is held.
Active Top Secret/SCI clearance with a Counter-Intelligence Polygraph
Experiencein project management and acquisition, particularly focusing on Government acquisition within the Department of Defense (DoD) or Intelligence Community (IC).
Experiencemanaging developer cost, schedule, and performance, as well as familiarity with program office processes, techniques, and documentation.
Proficiencywith various contracting types, such as competition, sole source, Indefinite Delivery Indefinite Quantity (IDIQ) contracts/tasks orders, Other Transactions, and Broad Agency Announcements (BAAs).

Desired Qualifications
Master'sdegree
Understanding of the National Reconnaissance Office’s (NRO) and Department of Defense’s (DoD) national and tactical space architectures.
Knowledge of Electro-optical, RADAR, SIGINT, Communications, Mission Management, and Mission Processing systems supporting space and ground architecture.
Familiarity withSAFeAgile or similar agile processes, and tools like JIRA and Confluence.
Certified in one or more of the following: INCOSE (or DAWIA equivalent)orProject Management.
Strong briefing and writing skills.
A demonstrated ability to be effective in a fast-paced, dynamic, and energetic environment.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
