Chronos Operations (CO) is a wholly-owned subsidiary of Chenega Corporation, an Alaska Native Corporation based in Anchorage, AK. Belonging to the Military, Intelligence, and Operations Support (MIOS) Strategic Business Unit (SBU), Chronos has a culture rooted in integrity, respect, and exceptional performance. Chronos is headquartered in Colorado Springs, CO, and provides mission-critical services in Advanced Analytics & AI, Software Engineering, Cybersecurity, Information Technology, and Intelligence.

The Program Manager shall provide program management support the customer’s learning architecture that ensures the development, delivery, sustainment, management, and measurement of training products and services through associated instructional technology systems and learning platforms.

Responsibilities

  • Provide services for all necessary personnel, material, administrative, financial, and managerial resources necessary including project tracking, data analysis, reporting, and recommendations.

  • Provide expertise in the lifecycle support of the customer’s learning assets and improvements related to learning asset IV&V, deployment, and sustainment.

  • Work with instructional designers, faculty, and technical teams to integrate new technologies and optimize the e-learning platform.

  • Proactively monitor assigned tasks, milestones, and deliverables.

  • Report on schedule, cost, GFE/GFI and performance risk areas to the appropriate personnel, and report potential risk events promptly, as well as make recommendations for continual process improvements.

  • Provide deliverables and documentation to the Government sufficient for the Government to understand, track, and evaluate all effort of this order.

  • Create project plans for specific task assignments as appropriate.

  • Be responsible for performing in strict accordance with all accepted project plans.

  • Advise and provide innovative solutions, in consultation with the customer, on the latest trends and developments in learning development and delivery, learning tools and technologies, business processes, and best practices.

  • Provide Transition Plans to detail successful execution of requirements upon award and upon task order close-out, as necessary.

  • Provide and employ a Quality Control Plan (QCP) that establishes how the quality of performance and deliverables will be evidenced.

  • Provide and employ a Risk Management Plan (RMP) that defines high priority risks and describes a routine and regular process to identify, analyze, prioritize, and detail appropriate responses to high priority risks and the work products that result from the execution of that process.

  • Oversee Program Staffing, Retention, security, and contract compliance.

  • Keep the government informed via routine communications, program reviews, and ad hoc meetings.

  • Manage all CDRL development.

  • Support business development activities as required (e.g., customer technical capabilities briefings, past performance content, technical solutions).

  • Other duties as assigned.

Qualifications

  • High school diploma or GED equivalent required

  • 10+ years of experience of demonstrated ability to provide guidance and direction in the learning infrastructure support and associated tasks

  • Experience with planning, executing, and monitoring learning infrastructure projects

  • Experience with risk management plan and execution, quality control plan and execution, and PMP deliverables.

  • PMP certification preferred.

  • Must be able to obtain PMP within 120 days of start date.

  • Must pass a Background check with favorable NAC.

Knowledge, Skills and Abilities:

  • Proven expertise in the management and control of funds and resources

  • Capability of managing tasks of similar complexity

  • Ability to meet minimum security clearance requirements.

  • Demonstrated knowledge of contract analysis, contract compliance, document processing, database management, and records management.

  • Proficient in program development and strategic advisory.

  • Exceptional written and verbal communication skills that include the ability to interact with a wide variety of key stakeholders to ensure timely responses for all communications and deliverables across all projects.

  • Exceptional skills in leadership, time management, facilitation, decision-making, and organization.

  • Experience leading the performance of tasks on schedule, at cost, and achieving all requirements.

  • Superb planning, coordination, and organizational skills.

  • Results-driven with a positive attitude and a high degree of initiative and responsiveness.

  • Ability to multitask, meet tight deadlines, and attend to details while staying focused on key priorities and management.

  • Ability to work nights, weekends, and holidays as required.

  • Ability to travel up to 20%.
