Northrop Grumman is seeking a Contract Program Security Officer 3/4 in Chantilly, VA. This is a multi-faceted and multi-customer security position focusing on DoD and IC customers. Position will support complex programs as it relates to all applicable federal, contractual, customer and company requirements. Position will provide backup FSO and COMSEC account support for our NGMS locations in Northern Virginia. Must be able to interpret and execute a security program for multiple customers. The candidate will serve as a subject matter expert on security related activities and must be able to articulate this knowledge to best support the contract. The responsibilities include but are not limited to the following: managing DoD and SCIF environments, supporting fast-paced, high profile programs; create, maintain and leverage working relationships with internal and external customers. Receives, creates, reviews, and interprets security classification guidance in the form of DD-254 forms. Develops, and administers security programs and procedures for classified or proprietary materials, documents, and equipment. Experience in program security, with knowledge of implementing a multi-disciplined security program (access control, personnel security, physical security, OPSEC, COMSEC, etc..). Studies and implements federal security regulations that apply to company operations. Obtains rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies. Prepares manuals outlining regulations, and establishes procedures for handling, storing, and keeping records, and for granting personnel and visitors access to restricted records and materials. Conducts security education classes and related briefings. Investigates security violations and prepares reports specifying preventive action to be taken.

This position can be filled at either a level 3 or level 4.

Basic Qualifications for level 3:

Bachelor’s degree and 6+ years of CPSO or related experience; or MS Degree and 4+ years of CPSO or related experience; an additional 4 years of applicable work experience may be considered may be substituted for Bachelor’s degree.

Active TS/SCI Clearance.

Experience with NISPOM, DCIDs and/ or ICD(s).

Basic Qualifications for level 4:

Bachelor’s degree and 10+ years of CPSO or related experience; or MS Degree and 8+ years of CPSO or related experience; an additional 4 years of applicable work experience may be considered may be substituted for Bachelor’s degree.

Active TS/SCI Clearance.

Experience with NISPOM, DCIDs and/ or ICD(s).

Preferred Qualifications :

TS/SCI w/Polygraph.

Self-starter with minimal supervision.

Current and working knowledge of the Intelligence Community.

FSO experience, including working knowledge of systems of record (e.g. NISS and DISS).

COMSEC account custodian experience.

Must be organized and efficient at time management.

Develop and execute program protection strategies for existing programs, developing programs, or new concepts.

Experience supporting classified proposal development and execution.

Ability to display tact, discretion and diplomacy in dealing with all levels of employees.

Conduct risk assessments and analysis; develop mitigation plans and concept of operations to support threat assessments and vulnerability analysis.

The candidate must have the eagerness to adapt to and excel in a fast-paced work environment in a variety of program areas.

Willing to work extended hours, in a fast paced, deadline driven environment.

Excellent communication skills speaking, writing skills and organizational skills enabling effective communications.

Computer and desktop office software products experience.

Extensive experience with computers / desktop office software products

Counterintelligence, Insider Threat and OPSEC program experience.

Salary Range: $88,700 - $133,100

Salary Range 2: $109,900 - $164,900

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
