Summary
The Contracts Manager is responsible for interfacing with the Government Contracting Officer, other Prime Contractor, or our Subcontractors to negotiate NDAs and TAs, participate in proposal reviews, conduct OCI screenings, provide risk assessments, recommend mitigation approaches, and negotiate price, terms, and conditions with clients. The most qualified applicant will bring a background with a heavy emphasis on proposal development support and managing a large complex portfolio with competing priorities. This position will work under the supervision and guidance of the Vice President of Finance/Contracts and be responsible for supervising multiple Contract Administrators.
Responsibilities
What You'll Get To Do:
Responsible for both pre- and post-award contract actions.
Responsible for the review, negotiation, and management of large, complex, multifaceted, long-term contractual agreements with the US Government.
Pre-award responsibilities include ensuring proposals submitted are responsive and containaccurate and complete certifications and terms and conditions in accordance with company policies and all applicable laws and regulations.
Interfacing with the Government Contracting Officer, reviewing and analyzing RFP terms and conditions, participating in proposal reviews, conducting OCI screenings, providing risk assessments, recommending, and developing mitigation approaches, and negotiating price and terms and conditions with the Government customer.
Provides post-award support to contracts by negotiating modifications, educating, and advising internal teams regarding contractual issues, and identifying and helping to successfully resolve changes that may arise during contract performance.
Additional Post-award actions involve interpreting contract terms and handling subsequent issues as well as attending client meetings, PMRs, etc.
Other duties include management/administration of subcontractors, responding to compliance requests, maintaining contracts-related corporate systems and workflows.
Works closely with the Program Manager and Financial Analyst to monitor performance, reduce risk, and reduce days sales outstanding (DSO).
As a subject matter expert, regularly advises management of contractual rights and obligations.
Provides creative leadership from knowledge of industry best practices and most current developments in contract administration.
Qualifications
You'll Bring These Qualifications:
Bachelor's degree or equivalent and a minimum of 8+ years of Federal contracting experience.
Experience working on a wide variety of contract types: Cost Plus, Firm Fixed Price, Cost Plus Award Feed, T&M, and Hybrid (Indefinite Delivery Indefinite Quantity IDIQs).
Working knowledge of the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), and individual agency acquisition regulations.
Demonstrated ability to work independently.
Demonstrated experience in complex negotiations.
Understanding of Corporate and Government accounting and financial practices.
Nice to have:
- Teamwork skills and experience in building strong, positive, and collaborative working relations with both government contracting personnel and company program management personnel.
