Jacobs is seeking a Municipal Code Compliance Manager to join our Centennial, Colorado team. This position is responsible for supervising Code Enforcement Officers, including but not limited to, assignment of work and directives, staff development, performance evaluations, processing employees concerns, counseling, disciplinary actions, coordination to develop staff training of programs, monitoring staff compliance with policies, procedures, while instilling Jacobs’ Culture.

Essential Duties and Responsibilities:

• Supervises collection of facts to determine proper action to be taken for a violation in accordance with Municipal Codes and Regulations.

• Supervises and reviews detailed reports and correspondence regarding violations.

• Prepares evidence and provides sworn testimony on legal actions for cases subpoenaed to court hearings.

• Assists Manager and Director in developing and implementing policies and procedures in relation to amendments to the code.

• Supervises and participates in the issuing of warning, written notice of violations, and citations; follows departmental procedures for notification, re-inspections, and other actions as required to gain voluntary compliance.

• Provides technical assistance to all Code Officers with daily investigations and case preparation.

• Direct, through Code Officers and support staff, all aspects of City Municipal Codes, which include nuisance abatement, property maintenance, housing, signage, land use, noise, and other ordinances and regulations.

• Investigate work in enforcing compliance with these laws, ordinances and regulations.

Additional Duties:

Employees in this position may be expected to perform related duties to the following:

• Conducts special studies when requested, which may include various site visits.

• Develop or recommend change in policies, procedures, and priorities to meet goals previously outlined with Code staff and Management.

• Represents the City and Jacobs at local, regional, and national conferences to enhance the Division’s outreach and function.

• Relays Code Compliance information to the public through speaking engagements (which are outside of regular working hours i.e., weekends, after-hours during the workday) to an audience that may include homeowners associations, City Council meetings, and civic groups.

• Provides support in-person for Code Officers to perform periodic follow-up inspections of properties to ensure violations are properly documented throughout i.e., photographs, samples, or other evidence deemed essential to the violations and maintains respect for those cases submitted anonymously.

• Oversees the written correspondence pertaining to the violations, issue of notice, fines, and citations.

• Oversees and prepares computerized case files and uploads into the City database for records keeping to be reviewed by the City Attorney.

• Directs the preparations of memoranda and correspondence pertaining to all aspects of Code Compliance Division.

• Serves as a member of senior management on task forces and committees participating on the City’s long-range planning efforts and addressing citywide policy and forecasting supporting a staff level increase.

• High School Diploma or GED.

• Associate’s degrees in Fire Science, Environmental Studies, Chemistry, Law Enforcement, Construction Technology, Public Administration or a closely related field.

• Three (3) years of experience in code enforcement/compliance related work including: conducting investigations; conducting research; and resolving complaints, concerns, or conflicts.

• Current state motor vehicle driver’s license required.

• Must be capable of personally driving a company vehicle in the performance of the duties contained herein.

• Obtain advanced state certifications from the Colorado Association of Code Enforcement (CACEO) as soon as courses are offered.

• Must be able to perform duties individually and in group settings as necessary.

• Ability to function with basic computer skills and applications using Microsoft Office Suite i.e., Excel, Word, PowerPoint.

Ideally, You’ll Also Have:

• Bachelor's degree in Fire Science, Environmental Studies, Chemistry, Law Enforcement, Construction Technology, Public Administration or a closely related field.

• Five to ten (5-10) years of experience in code enforcement/compliance practice.

• Ability to establish and maintain effective working relationships with division staff, citizens, and elected officials.

• Ability to establish and maintain effective working relationships with managers from other divisions and their staff.

• Ability to handle sensitive or stressful situations with tact and diplomacy.

• Demonstrate the ability to communicate effectively both orally and in writing and make presentations to educate a broad audience.

• Ability to read, interpret, and explain City codes and site plans, maps, and work plans to a broad audience at time.

• Performs other similar duties as assigned.

Working Conditions & Physical Requirements:

Additional demands may involve a specific level of dexterity, grip strength, climbing and cardiorespiratory demands. The work areas may be indoor, outdoor, have loud noise, active machinery, high pressure fluid systems, electrical equipment, confined spaces, heights and depths, fumes, air borne particles, noxious gases, and chemicals. The use of appropriate safety equipment will be mandatory in these areas to prevent hazardous contact.
