Douglas County Government Parks Division Business And Financial Services Coordinator in Castle Rock, Colorado
This is a professional role providing high-level support to the Director and/or other assigned leadership staff. This position requires a broad knowledge of public agency project processes and activities, along with expertise in program development, negotiations, and public engagement. The work varies from project to project, with assignments involving coordination and communication with internal staff and business partners. Responsibilities include understanding project activities, and planning and organizing these activities to make sound recommendations to management.
ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive.)
Provides oversight, coordination, preparation, and review of Department operational and program budgets, with support from Department Assistant Directors and Managers. Coordinates systematic approach for evaluating and obtaining tracking information on various projects for multi-year periods. Assists in establishing objectives and outcome measures for management. Assists employees to adhere to deadlines, procedures, and quality standards; works to resolve any problems or errors. Conducts administrative research, prepares reports of findings, and prepares recommendations related to program activities. Provides administrative follow-up to the Director, Assistant Directors, and Managers on organizational, operational, and budgetary matters. Conducts detailed reviews of expenditures and encumbrances to validate accuracy of commitments of appropriated budget dollars. Acts as primary in the role of AP Designee within JDE for accounts receivable and payable processes, journal entries, budget reallocations, deposits, etc. Reviews and approves program invoices and financial transactions for fiscal content. Initiates and supervises internal/external signature contract routing using DocuSign for all public contract for services, amendments to contracts, change orders, invoices (over $25k), memorandum of understanding, and intergovernmental agreements. Performs analysis of Department policies, operating practices, and procedures. Provides recommendations to Director. Develops and implements procedures. Assists in developing goals, objectives, policies, procedures and work standards for the Department or programs to which assigned. Collaborates with management concerning policies, procedures, and standards. Ensures project compatibility with other county and state/federal/governmental agencies as well as the public. Develops a variety of written materials such as reports and Department updates. Acts as the Department Liaison between the Board of County Commissioners, County Administration and Community Development Administration and staff. Fosters and maintains relationships between other County Departments. Acts as the Department Liaison between IT, in partnership with Management. Manages and maintains department website and SharePoint site. Acquires content and makes changes. Acts as primary and backup on specific duties associated with software and programs utilized by the department. Provides information and assistance to the public as needed. Attends and participates in meetings representing the Department and other members of the Management team. Acts as administrative support for department and county boards, commissions, councils. Receives incoming communication or memos on behalf of senior staff, reviews contents, and distributes to appropriate staff. May provide guidance on process and procedures to administrative staff. May contribute to process improvement initiatives. Acts as a backup to supervisor for Human Resources responsibilities such as posting, provisioning and deprovisioning staff. Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
EDUCATION and/or EXPERIENCE:
A Bachelor's Degree in Business, Public Administration, Accounting, Finance, or close y related field is required. Must have three years of progressively responsible public administration, project administration, or closely related experience. A combination of education and experience may be considered. Candidates with governmental budgeting experience preferred.
