Description

PURPOSEThe Utilities Engineer directs the overall operation and maintenance of the systems involved in production and distribution of all plant utilities such as but not limited to (ammonia refrigeration, steam, chilled water, natural gas, domestic water, electrical, HVAC, fire protection, and sanitary sewer systems). This position is responsible for maintaining all regulatory and compliance related permitting along with implementation of safety standards as they relate to plant utilities. This position reports directly to the Maintenance Manager and works in tandem with the Maintenance, Wastewater Maintenance, and Reliability Engineering Manager to maintain all Daisy Brand Casa Grande assets. He/she also maintains a safe work environment by auditing all relevant procedures to ensure compliance with HACCP, USDA, FSMA, OSHA and EPA guidelines. PRINCIPAL DUTIES• Directs the implementation and sustainability of the plant’s Process Safety Management (PSM) program.• Ensures compliance with the plant’s Risk Management Program (RMP) as it relates to the EPA’s guidelines for Ammonia Refrigeration Facilities.• Ensures compliance with all local, state, and federal emissions and site storage regulations such as Tier 2 and Title V.• Directs in-plant and contracted resources in the safe execution of electrical, mechanical, and controls related repair of utilities systems and machinery, building automation, roofing, fire protection, lighting, and HVAC systems.• Evaluates the performance of the plant’s utility systems and develops recommendations for continuous improvement and cost savings initiatives in collaboration with both plant and corporate engineering leadership.• Monitors utility usage rates, costing, and trends to ensure efficient use of resources and understand health of related systems.• Manages in-plant and contracted resources to implement utility system continuous improvement and cost savings initiatives.• Works closely with plant and/or corporate engineering resources to manage or assist with management of utility and building related capital projects and commissioning of site utility assets.• Collaborates with plant and department leadership to coordinate utility outages and system maintenance.• Utilizes in-plant and contracted resources to monitor and maintain the safe generation of all plant utilities.• Utilizes the CMMS and other tools to document, analyze, and manage the site’s utility preventative maintenance program.• Develops training, progression strategies, and curriculum for Utility Maintenance Technicians and the Maintenance Manufacturing Systems Engineer.• Possesses a comprehensive understanding of ammonia refrigeration, steam, and compressed air generation systems.• Remains current with industry trends, best practices, and new technologies related to utilities engineering and maintenance.• Responds to emergency situations as required, including instances that occur outside of normal working hours.• Other duties and special projects as required. QUALIFICATIONS• Bachelor’s degree in Chemical, Mechanical or Electrical engineering or a related field and/or 10+ years’ experience in Industrial Utilities or Industrial Maintenance Management. EXPECTED SKILLS• Extensive knowledge of Anhydrous Ammonia refrigeration systems.• Extensive knowledge and understanding of OSHA’s Process Safety Management PSM program and requirements.• Thorough knowledge of Boilers and Steam Generation Systems.• Working knowledge of electrical distribution and compressed air generation systems. DESIRED SKILLS/CERTIFICATIONS• GCAP Ammonia Operator Level I, II, and III• Certified Industrial Refrigeration Operator (CIRO)• ADEQ water treatment grade 2 or above• ADEQ wastewater treatment 2 or above• Air Permitting• Water Treatment Chemistry
