Bureau of Land Management Administrative Officer in Carlsbad, New Mexico

Summary This position is located in Pecos District, Carlsbad Field Office. This position is concurrently open to all U.S. Citizens under Announcement Number BLM-NM-24-12443038-DE-OPM. Responsibilities Responsible for the technical and administrative supervision of professional, technical, clerical and administrative positions to carry out the mission of the organization. Provide overall coordination and oversight in the monitoring and analyzing of the budget within the assigned office. Provide support, coordination and administration of human resources programs to managers, supervisors, support services staff, and employees throughout the assigned office. Ensure the processes and procedures are in place and followed for contracting and procuring supplies and services. Provide management and oversight for office space; fleet management including utilization and reporting; mailroom; records management; travel management, training management; and correspondence. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described below. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) leading the business operations of administrative services for an organization in the areas of budget, human resources, and procurement; (2) preparing and monitoring financial management in an organization; (3) supervising and directing the work of subordinate staff members; (4) serving as an advisor to management for all administrative and support service programs and functions. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Education There is no substitution of education for experience at the GS-12 grade level of this announcement. Additional Information Physical Demands: Most of the work is performed indoors in an office setting. There may be some extended walking through facilities, carrying light items, or driving an automobile. Mentally stressful and taxing situations are frequently present. Working Conditions: The work environment involves everyday risks or discomforts, which require normal safety precautions typical of places such as offices, meeting and training rooms and commercial vehicles. The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
