Summary This National Guard position is for a PROGRAM ANALYST - Title 32, Position Description Number D1905000 and is part of the WI USPFO, Wisconsin Army National Guard. Responsibilities As a PROGRAM ANALYST - Title 32, GS-0343-9, you will provide management with objectively based information to effectively assess the full range of logistical asset accountability of all units/activities within the state. The purpose is to monitor and ensure effectiveness of operations regarding logistics accountability. Identifies process, system, and equipment on hand deficiencies by applying defect prevention principles and root cause problem resolution techniques and recommends corrective action for each. Serves as advisor to the USPFO and his staff members regarding compliance, readiness posturing as relates to accountability, and mission limiting issues. Requirements Conditions of Employment MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades: E-1 through E-9 Conditions of Employment: National Guard Membership is required. Must be able to obtain and maintain the appropriate security clearance of the position. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Extensive travel is required to perform duties throughout the state. Proficient in logistics standard army management information system (STAMIS). Qualifications GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: To qualify at the GS-09 level, applicant must have one year experience to at least the GS-07 level. Candidate must be able to communicate proficiently with other organizations. Experience with being able to review, evaluate and analyze obligations and expenditures. Candidate should have experience being able to summarize and interpret significant data collected and compile reports and manage equations. A candidate must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures.
