Naval Facilities Engineering Command CONSTRUCTION MANAGER in Camp Lejeune, North Carolina

Responsibilities You will review project management data (e.g., cost, schedule, risks, quality assurance) to determine progress or shortfalls against project objectives. You will evaluate programs for quality assurance and quality management to ensure an organization is in compliance with rules, regulations, and best practices. You will identify and evaluate solutions to issues and problems. You will use Risk Management or Earned Value Management System (EVMS) principles to coordinate activities (e.g., control cost, manage schedule) for consolidated projects of high importance. You will discuss the development of operational requirements with managers. You will prepare written reports to provide status updates. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Monitor and maintain progress, and ensure safe, high quality and timely completion of construction contracts within the approved project budget; 2) Enforce contract compliance with all contractual requirements regarding project delivery, project schedules, and time and cost management; 3) Implementation of the government Quality Assurance (QA) Program; 4) Determine the need for and propose contract modifications and substitution of materials; 5) Prepare cost estimates for modifications and participate in negotiations as required including reasonableness of time extensions and impact of modification on project schedule.
