Amentum Personnel Recovery Operations Specialist in Camp H.M. Smith, Hawaii

Amentum is seeking a dynamic and motivated Personnel Recovery Operations Specialist to provide research, planning, and analytical support to U.S. Indo-Pacific Command (USINDOPACOM), Camp H.M. Smith, HI.

You will provide a range of supporting roles inherent in the accomplishment of USINDOPACOM Personnel Recovery (PR) strategic and operational objectives. Among these are leveraging PR expertise to advise the Joint Personnel Recovery Center (JPRC) director and the PR branch chief on the following: course of action selection; provision of inputs for development/update of regulations, directives, etc.; the conduct of activities and actions as prescribed to integrate theater PR for assigned, apportioned, or transiting forces; the provision of key inputs for the development/update of relevant theater PR plans as well as PR readiness and training. Other services include exercise participation, contingency response, and “watch standing” during duty and non-duty hours, e.g., weekends, holidays, and night shifts.

Essential Responsibilities:

  • Provide detailed monitoring of the command’s PR architecture, posture status, and mission tracking. All reporting is performed in accordance with established INDOPACOM JPRC standard operating procedures.

  • Perform roles and responsibilities via existing or emerging classified and/or unclassified (Outlook, MiRC, etc.) cyber tools and follow the common operating picture on classified and/or unclassified systems.

  • Track and report status of theater PR assets and advise JPRC director on emerging requirements regarding changes to PR forces or their positioning.

  • Provide detailed inputs to the development or modification of theater PR plans, intelligence, and/or information operations in support of PR.

  • Deliver direct support (via inputs, material gathering, and information capture) to the development/update of theater PR mission analysis.

  • Support the prosecution/resolution of theater isolating events to include monitoring/coordinating PR execution tasks (report, locate, support, recover, reintegrate) during all phases of operations and/or exercises.

  • Contribute to the establishment/maintenance of positive relationships throughout the command headquarters, the service components, the sub-unified commands, and the interagency. In particular, build or leverage relationships with key actors as pertains to PR, and advocate for the increase of PR capabilities throughout the command.

  • Prepare venues, talking points, and briefing products for PR working groups and participate in PR working groups and/or headquarters exercises while capturing “minutes” for lessons learned or after-action reviews.

  • Operate JPRC equipment and software tools (existing and emerging) for the coordination of PR processes during all phases of operations and/or exercises. This includes, but is not limited to, cyber network processing terminals with access to mapping software, “chat” tools, and near-real time communications such as e-mail, voice, and virtual conferencing.

  • Render on-call assistance during non-exercise/non-duty hour assistance to actual or possible isolating events. On-call periods shall not exceed 10 days per month.

  • Assist with the management of the USINDOPACOM blood chit program.

  • Provide end-user expertise and/or upkeep & improvements to PR collaborative tools such as PRMS, survival radio applications, or USINDOPACOM PR portals.

  • Travel requirements for this position center on representation of USINDOPACOM PR equities at PR summits, conferences, or symposia but does not exceed 10% of time.

Minimum Requirements:

  • Bachelor’s Degree.

  • At least 10 years of experience in the DoD.

  • Knowledge of PR authorities, doctrine, and procedures to include published regulations and manuals.

  • Familiarity with strategic/campaign plans and the PR appendix to combatant command OPLANS.

  • Experience developing and presenting briefings to senior leaders.

  • Proficiency in Microsoft Office Suite products and SharePoint collaborative tools.

  • PR 292, Joint Personnel Recovery Coordination course (or equivalent).

  • PR 300, Personnel Recovery Execution course.

  • 4 years or more in a JPRC, PRCC, and/or RCC

  • Shift or non-standard duty hours required to facilitate JPRC coverage support as well as support potential extended hours and weekend during USINDOPACOM supported exercises, crisis, or contingencies.

  • Must have an active Top-Secret clearance and be SCI eligible (Note: US Citizenship is required to obtain a Top-Secret Clearance)

Preferred Qualifications:

  • Previous experience working TS/SCI level projects.

  • Experience providing regularly scheduled project plans and status reports.

  • 2 years or more in joint or senior command organizations, including USINDOPACOM and/or its components.

  • Knowledge of USINDOPACOM missions, area of responsibility, and plans to analyze the role of existing/planned PR tasks.

  • 5 years or more of progressively greater responsibilities in a JPRC, PRCC, and/or RCC.

  • PR 296, DOD Reintegration Responsibilities course.

  • PR 350, Personnel Recovery Planning course.

The salary range for this position is $125K to $150K. (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
