Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION This National Guard position is for a MATERIALS HANDLER SUPERVISOR (TITLE 32), Position Description Number D1920000 and is part of the FL SMO, National Guard. Responsibilities As a MATERIALS HANDLER SUPERVISOR (TITLE 32), WS-6907-5, you will plan use of subordinate workers, equipment, facilities, and materials on a week-to-week or project to project basis. Adhere to work priorities, project schedules, resources, and detailed work plans established by higher level supervisors. React to variations in the workplace and maintains a balance workload between subordinates. Follow customary work cycles and sequences in planning work assignments. Track and report progress on work assignments and request authority to adjust worker assignments and to use overtime, equipment, and materials to meet schedules. Recommend changes to schedules, priorities, and work sequences as necessary and make minor deviations in procedures or redirect resources under their control to overcome problems such as equipment failure, material delays, or unplanned absences. Assign work to individuals and provides technical direction and/or help in accomplishing difficult work steps and processes. Observe work in progress to anticipate and resolve problems within groups supervised, and coordinate work among workers and other supervisors to maintain work progress to meet schedules. Inspect completed work for quality and work order requirements. Report possible or actual work delays to their supervisors. Requirements Conditions of Employment Qualifications AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation. MILITARY GRADES: Enlisted; E4 thru E7. TEMPORARY PROMOTION - For Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in the Title 32 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 32 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition. INDEFINITE APPOINTMENT - For Current Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in the Title 5 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. GENERAL EXPERIENCE: Must have experience or training which demonstrates the ability to compare item identification against receiving reports and issue request forms; skill in using hand trucks, dollies, and other equipment to move stock; ability to use hammers, pliers, and other hand tools; and to follow oral and written instructions. SPECIALIZED EXPERIENCE: WS-05 Must have at least 36 months of experience at the next lower level; experience performing inventory and inspections to determine serviceability of stocked items; experience in interpreting and applying written instructions, reference materials, publications, and manuals; experience in setting up and rotating storage locations considering factors such as life expectancy, available space, product turnover; experience demonstrating the ability to plan, direct, and organize work assignments of lower grade personnel; experience which required the review of work requirements and establishing priorities to meet deadlines; experience that provided knowledge of various lines of work performed by this function; experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes; experience in adapting existing equipment and techniques to new situations.
