U.S. Army Contracting Command Procurement Analyst in Camp Arifjan, Kuwait
Summary About the Position: The 408th Contracting Support Brigade supports all the contracting services for Area Support Group Kuwait and multiple tenant units. They work closely with leadership on many issues affecting soldiers, sailors, airmen, marines and DoD civilians. This position provides an opportunity to join an organization of dedicated personnel who are working side-by-side as professionals committed to supporting the war fighter. Responsibilities Initiate and develops internal procedures in accordance with higher HQ regulations and policies and recommends contracting procedures for guidance and control of Brigade contract actions. Review, evaluate, and provide specific guidance concerning contracting policies and procedures relative to pre-award and post-award functions for a variety of supply, service, studies, and/or minor construction contracting functions. Review, evaluate, and provide guidance on requirement packages, inapplicable requirement review software, in support of higher headquarters requirement review boards. Responsible for updating/maintaining bi-weekly Brigade Procurement Update Briefs (PUBs) and Joint Contracting Support Board (JCSBs). Tracks and monitors the closeout/overaged contracts for the Brigade. Provide advice and guidance on contract matters to the Brigade’s Command Group, staff elements, subordinate commands, requiring activities, and project officers. Oversee the Commands Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), Past Performance Information Retrieval System (PPIRS), and Wide Area Workflow (WAWF) systems. Basic Requirement for GS-1102-13: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12) which includes experience; 1) Developing guidance material for contracting personnel; 2) Advising on contracting or procurement policies and procedures related to pre- and post-award functions; AND 3) Conducting compliance audits on contracts. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
