Function Statement:
The overall function of this position is to become competent to operate and pilot state-owned ferry vessels under United States Coast Guard regulation through satisfactory completion of training, performance measures, and documented experience. This position is located in the District 07 Unit 870 of the Department of Transportation and Development and reports directly to a Ferryboat Operations Supervisor. The incumbent must be self-motivated and be able to perform duties many times with or without minimal supervision and also be able to interpret unforeseen conditions as they may arise. The incumbent will participate in appropriate DOTD structured training programs and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks.
While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service Laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.
The incumbent is required to possess the following specialized knowledge, skills, abilities, as well as to maintain the following licensing and operate the following equipment:
Specialized knowledge, skills and abilities:
Required License: Possession of United State Coast Guard master, mate, operator of uninspected towing vessel or first class pilot’s license.
Drug Testing required: Yes
Types of equipment used for the job: Cell phone, two-way radio, radar, VHF radio, and rescue boat with outboard motor.
Job Duties & Responsibilities:
55% Trains under the guidance and supervision of a Ferryboat Operations Supervisor to operate and pilot ferry motor vessels carrying passengers on waterways. Maintains operating logs and submits various reports on a regular basis. Satisfactorily completes all training and performance measures to obtain the necessary experience and USCG credentials to qualify as a Ferryboat Operations Supervisor.
20% Functionally supervises the crew on an assigned shift by issuing work assignments and reviewing work products. Provides input on subordinates’ performance to the Ferryboat Operations Supervisor for use in planning and evaluation. Trains to perform duties as a “DESIGNATED MEMBER OF THE CREW” in accordance with the vessel’s United States Coast Guard Certificate of Inspection requirements. Leads and conducts fire and collision drills and participates in those drills on a bi-weekly schedule.
10% Inspects all fire suppression and life-saving equipment, machinery, rigging, and gear aboard vessels on a bi-weekly schedule and orders needed repairs or replacement items.
5% Ensures ferry vessels meet the established operation schedule.
5% Orders fuel, materials, and supplies for vessels.
5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Two years of experience in marine operations and one of the following U.S Coast Guard credentials:
Able-Bodied Seaman (AB)
Qualified Member of the Engine Department (QMED)

Possession of a current Transportation Worker Identification Credential (TWIC) will be required by the hiring agency at the time of appointment.

Differs from Ferryboat Deckhand 3 by the presence of a serving as an apprentice operator aboard a ferry vessel.
Differs from Ferryboat Operator 2 by the absence of experienced operator duties aboard a ferry vessel.
