The City of Caldwell has an opening for a Utility Line Locator to provide support to the Caldwell City Water Department. Individual performs activities related to locating City utilities such as water, sewer, MS4, streetlights and fiber. Enters data into asset management/Geographic Information System (GIS) Database. Performs duties of water and irrigation operator when time permits; performs other duties as assigned or needed.

Responsibilities
  • Performs locate services for the Water, Sewer, Street and Engineering Departments.
  • Marks water, sewer, MS4, streetlights and fiber lines, and communications conduit with paint and/or flags using utility maps, as-built drawings, GIS information and various electronic locating equipment.
  • Marks underground utilities on roadways, private property, and other locations as appropriate and needed.
  • Reads and understands paper and electronic utility maps, prints and aerial imagery to assist in identification of underground assets.
  • Operates handheld detection equipment in the designed manner.
  • Communicates with supervisor, other departments, co-workers, contractors, developers, engineers, utility companies, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, and resolve problems.
  • Verifies field information and notifies supervisor regarding updates or corrections that need to be further investigated.
  • Receives and responds to inquiries, complaints and requests for assistance from customers and general public regarding areas of responsibility.
  • Maintains a current knowledge of applicable laws, regulations, methods, and procedures of underground utilities.
  • Prioritizes work activities by reviewing all locate requests to determine travel route and timelines.
  • Removes and replaces manhole lids, periodically weighing approximately 100 pounds using a manhole cover removal tool.
  • Completes and documents work activates using a laptop computer and/or other field computing devices.
  • Transmits completed tickets in a timely manner.
  • May enter data into Asset Management and/or GIS databases using techniques such as coordinate geometry, keyboard entry of tabular data, manual digitizing of maps, scanning or automatic conversion to vectors, or conversion of other sources of digital data.
  • Reviews existing or incoming data for currency, accuracy, usefulness, quality and completeness of documentation.
  • Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
  • Attends approved meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas.
  • Responds to citizens questions and comments in a courteous and timely manner.
  • Respects the opinion of others and maintains a positive and professional working relationship with employees, supervisors and others.
  • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
  • Performs other related duties as assigned.
