WORK OBJECTIVE: This is highly responsible supervisory and delegated administrative duties inherent in coordinating a large and extensive rail system and facilities maintenance and repair program. Primary duties involve coordinating and supervising, through intermediate level supervisors, a broad extensive rail system and facilities maintenance and repair program. Duties also include performing all delegated administrative activities involving such areas as developing an action register to establish goals and objectives and developing and monitoring maintenance and repair schedules. Responsibilities include coordinating productivity studies and improvement efforts and performing special analyses to monitor and evaluate equipment performance, equipment utilization and operations. Duties are performed under the general supervision of the General Manager, Metro Rail, who reviews performance through periodic conferences and analysis of program effectiveness.
ESSENTIAL FUNCTIONS: The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. The omission of an essential function does not preclude management from assigning duties not listed herein if such duties are a logical assignment to the position. • Supervises and coordinates the operational aspects of a large and extensive rail system maintenance and repair program. • Reviews all reports to monitor equipment performance and operations of the Rail System Maintenance Department. • Gathers data and conducts special reports as directed. • Advises the Manager, Metro Rail, of any significant exceptions to plans and standards and recommends alternative solutions for correction. • Develops, coordinates and monitors maintenance and repair scheduling. • Manages the preparation and adjustments to the division’s capital project budget in conjunction with the General Manager, Metro Rail. • Develops, monitors, coordinates and implements the rail (5) year and (10) year capital Improvement Program. • Manages and maintains the rail system state of good repair monitoring and reporting program. • Develops and monitors performance metrics and reporting for rail system equipment and facilities. • Performs various delegated administrative activities and develops required narratives relative to equipment condition. • Coordinates required in-house training and familiarization programs. • Assists in the preparation of the maintenance activity budget. • Participates in union labor contract negotiations and personnel administration. • Establishes departmental goals and objectives and ensure that they are met (e.g., assigns work; adjusts work assignments to maintain work flow and meet deadlines; establishes priorities; establishes and issues policies and procedures. • Plans for future non-revenue vehicle and equipment acquisition. • Interfaces with other departments. • Perform additional duties as required.
KNOWLEDGE, SKILLS and ABILITIES: Knowledge of modern techniques, methods, procedures, principles, and practices of all phases of efficient rail system and facilities maintenance. Knowledge of specification writing. Knowledge of recent developments and sources of information in the field of rail planning. Knowledge of modern office practices, procedures, and equipment. Knowledge of cost and billing procedures used in vehicle control. Knowledge of all phases of driving and safe working practices. Knowledge of the capabilities, care, and limitations of all types of rail equipment. Knowledge of accounting and finance to produce departmental budgets. Working knowledge of mechanics and electronics to provide technical assistance to staff as necessary. Ability to plan, direct, assign, instruct, review and evaluate personnel. Ability to present programs and ideas clearly and concisely, orally and in writing. Ability to establish and maintain effective working relationships. Ability to interpret and enforce Authority rules, policies, labor agreements and memoranda of understanding.
PHYSICAL REQUIREMENTS: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).
ENVIRONMENTAL REQUIREMENTS: Work is performed in usual office conditions with rare exposure to disagreeable environmental factors.
MINIMUM QUALIFICATIONS: A Bachelor’s degree in Mechanical or Electrical Engineering is preferred, or a related field and five (5) years experience in the operation of a rail maintenance facility, or an equivalent combination of education, training and experience.
