Project Overview:
Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas.
RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Job Summary:
In this role, you will be responsible for implementing the safety management program in regard to incident notification, reporting, trending and communication. You will work directly with other project leads in diverse disciplines to assist with investigating and analyzing incidents. Your recommendations will contribute to enhanced quality of safety procedures and work processes. #LI-VB1
Major Responsibilities:
Flexible in performing other duties or shift within HSSE (e.g.; HSSE Advisor, night shift coverage etc.) as directed by the Deputy Project HSSE Manager or designee.
Assists in event investigation activities necessary to gather time lines, causes and root-cause information
Provides technical assistance and awareness level training in incident investigation to line management and subcontractors
Conducts 5 Why, Why Tree, root-cause analysis, or equivalent
Coaches others, through participation in investigations, on the best practices and approach/methods taken to evaluate/categorize and appropriately report incidents
Evaluates incident reports for quality, consistency, and completeness Interfacing with Project Supervisors to finalize reports in accordance with the project HSSE procedures and to correct unsafe acts and hazards that have been determined to be causes related to events
Aids project and construction management in implementing and complying with project HSSE requirements and in addressing safety/health issues as they arise during project execution.
Coordinates and providing technical assistance to other project-assigned functional leads (e.g., engineering, subcontracts, procurement, project controls) with regards to compliance with project-specific safety/health requirements.
Provides technical support and assistance directly to construction supervision and subcontractors in planning and executing field activities in accordance with the project safety requirements.
Works with construction personnel to develop risk assessments, JHA’s and project specific mitigation plans, safety and health awareness training programs, and technical and regulatory reports.
Education and Experience Requirements:
- Requires a Bachelor’s degree (or international equivalent) related to occupational safety or health and 5-8 years of relevant experience or 9-12 years of relevant work experience.
Required Knowledge and Skills:
Strong experience in Incident Investigation is needed along with experience leading high-potential investigations
Previous refinery/chemical/LNG operations safety experience or heavy construction HSE experience
Working knowledge of best professional ES&H practices in conducting accident investigations, compliance audits and project health surveys
Proficiency in conducting ES&H training Proficiency in assisting construction with development of risk assessments and associated job hazard analysis.
Intermediate knowledge and use of Microsoft software applications Demonstrates expertise in written and oral communication in English
Knowledge of national and international safety laws/regulations and regulatory agencies’ processes and responsibilities, industry standards/practices for safety and health compliance, and best management practices for minimizing potential safety risks during project execution.
Knowledge of engineering and construction systems, methods, and work processes.
Knowledge of construction planning, estimating, procedures, and execution.
Experience in managing and/or providing technical oversight of safety and/or health subcontractors or consultants.
