Supportive housing - affordable housing paired with services designed to help people maintain their homes for the long-term - is widely recognized as a proven and cost-effective solution to chronic homelessness.

But we didn't stop at providing housing. Breaking Ground's programs and services help people experiencing street homelessness - especially those who have been on the streets the longest - to come indoors. Through our Street to Home outreach program and transitional housing resources, we help people get, and stay, on the path to a permanent home.

Reporting to the Senior Director, Outreach, theOperations and Logistics Directormanages the day-today operations of the Street to Home Brooklyn, Queens, and Manhattan outreach programs including vehicle fleet and facilities management, budgetary oversight, and supervision of support operations for the programs. The Director oversees the 311 Dispatch team, ensuring 24/7 coverage and efficient response service.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Supervise Operations Specialists, Entitlement Specialist, and 311 Dispatch Manager

  • Responsible for oversight of 311 dispatch team including deployment, reporting, and follow-up with partner agencies

  • Oversee the local responsibilities of fleet management for 40+ vehicles

  • Ensure timely submission of accident reports and follow-up, develop systems of accountability to ensure vehicles are operated in a safe and professional manner. Ensure all vehicle repairs and service claims are resolved

  • Respond as necessary to accidents; ensure workflows and procedures are followed appropriately

  • Provide fiscal management, budget oversight, maintain vendor contracts, and coordinate facility repairs and maintenance for all Street to Home programs.

  • Coordinate and oversee quarterly, borough-wide census counts and special initiatives.

  • Assist with coordinating the yearly HOPE Count

  • Conduct and coordinate regular inspections of vehicles and facilities for safety

  • Maintain and update lease agreements, MOUs, and vendor agreements

  • Ensure the teams’ IT needs are met

  • Oversee compliance with government contract, subcontracting, and purchasing rules

  • Act as a main point of contact with partner agencies for technical and systems support.

  • Oversee inventory management including the timely reporting to DHS

  • Performs other duties as assigned

    MINIMUM QUALIFICATIONS:

  • Bachelor’s degree or equivalent experience

  • Minimum 5 years of related work experience

  • Minimum 2 years of supervisory experience

  • Knowledge of facilities maintenance and operations

  • Strong skills in coordinating with multiple partners to move projects forward

  • Knowledge of Fire and Safety systems and security camera systems preferred

  • Experience creating workflows and systems to ensure clear communication of complex projects

  • Experience working with people with histories of substance use disorders and/or psychiatric illness is preferred

  • In-depth knowledge of harm reduction is preferred

  • Valid NY, NJ, CT or PA driver’s license with a good driving record, as defined by Breaking Ground, is a condition of employment

  • Bilingual preferred
