The NYCT Department of Subways, with over 6,400 subway cars and 472 stations, employs 29,000 individuals who work together 24/7, 365 days a year, to move millions of customers safely to their destinations. These employees operate trains, maintain railcars, assist customers in stations, make critical right-of-way and electronic repairs, and provide technical and analytic support to deliver timely and reliable customer services.

The Operations Support Division provides analytical and management support to the operating divisions. The Performance Analysis Unit has an opening for a manager who will be responsible for reviewing operational and financial performance, supporting division requests for operations and budget data, and developing a performance-based budgeting framework.

Compensation:

Salary range: $77,463 - $114, 945 (Grade F)

Responsibilities:

The Performance Analysis Unit is responsible for monitoring and analysis of subways operational performance. The Performance Analysis manager will lead a team that is responsible for monitoring, analyzing, and distributing subway performance data to internal stakeholders and for participating in the preparation of monthly public reporting to the MTA Board. The manager will be responsible for monitoring day-to-day operation of their team, and coaching, counseling, and mentoring their teams to continuous improvement. The manager will facilitate work with personnel at all organizational levels to understand the operating environment and resource requirements, as well as develop analytical plans to forecast the operational performance impact of proposed budget investments or reductions. These positions require strong quantitative analysis skills, including advanced knowledge of data analysis software such as Excel, as well as the ability to present data on headcount, overtime spending, variance analysis, forecasting models, financial status, and/or operational performance and trends. Reports and presentations must be customized to the needs of various stakeholders, including operating managers, Subways leadership, MTA Finance, and external parties that review public performance reports.

Education and Experience:

A bachelor's degree from an accredited college in Finance, Business Administration, Accounting or a related field. At least five (5) years' experience working with and analyzing large data sets and presenting financial, operational, and or performance trends of which three (3) years must have been in a managerial/supervisory capacity; -OR -

A satisfactory equivalence of education and experience.

  • Has knowledge of and strong interest in subway design, operations, and maintenance

  • Has outstanding written and verbal communication skills

  • Has outstanding quantitative analysis skills, including experience analyzing large data sets

  • Has leadership skills to coach and mentor employees, and successfully delegate work

  • Is well organized and able to manage multiple projects

  • Is proficient with MS Excel, including pivot tables, lookup/index functions, and VBA macros

  • Is proficient with MS Word, technical writing, and data analysis narratives

  • Is proficient with MS PowerPoint and graphic presentation skills

  • Has experience with online data presentation and analysis tools including dashboards

  • Has familiarity with MS Access and/or other relational databases and querying languages

    All appointments, with the exception of Department of Subways employees on MaBSTOA payroll, will be made on the NYCT payroll.
