Minimum Qualifications One year of permanent service as a Homeland Security Program Analyst 1OR Bachelor’s degree and three years of experience in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations. A master’s degree may substitute for one year of the experience.Please note, that due to the anticipated response to this announcement, your resume must clearly define your experience outlined above or you will be disqualified from consideration of an interview.

Duties Description The incumbent will report to the Office of Emergency Management’s Transportation and Emergency Preparedness Program. Duties include but are not limited to:• Assist in ensuring that employees in state transportation hubs are prepared to deal with a variety of emergency situations that could arise.• Oversee instructors and manage an instruction program to transportation hub employees in terrorism awareness. May act as an instructor as needed. • Organize, evaluate, and comment on homeland security, emergency services, and public safety programs and studies regarding transportation hub safety, security and risk conducted by state and national governments and public/non-profit/private sector organizations.• Manage and conduct site/field visits to gather information relevant to program operations and initiatives.• Direct, plan, organize, and conduct comprehensive research on homeland security, public security, and emergency management trends at the state, federal and international levels, interacting extensively with agency representatives, subject matter experts, advisory services, and legal resources, as relevant. Draft preliminary reports and recommendations based on gathered information. • Promote and publicize the overall and targeted transportation hub safety, security and risk management programs offered by DHSES. Conduct community relations/awareness security programs to a diverse population, develop and prepare materials for distribution.• Collaborate with senior staff and program staff to develop, manage, and execute strategic plans, operational concepts, policies, protocols and processes.• Act as liaison between DHSES and partner agencies in matters relating to DHSES coordinative initiatives; provide guidance and training to stakeholders.• Manage projects with moderate risk and complexity. Prepare project status reports and communicate progress with stakeholders.• Assign, prioritize, review, and evaluate of work of subordinates professional/support staff.• Perform supervisory administrative functions as appropriate.• Other duties as assigned that are in support of the mission or other program areas.• Travel may be required (20%)• Possession and maintenance of a valid Driver’s License issued by the New York State Department of Motor Vehicle is required.

Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.NOTE ON TELECOMMUTING: Employees are required to apply and obtain approval through management to telecommute according to the agency’s Telecommuting Program Guidelines.
