JOB TITLE: Education Disabilities Manager
PROGRAM/DEPT: HRA Early Childhood Programs
REPORTS TO: Assistant Director
GRADE/CLASSIFICATION: Regular Full Time
FLSA: Exempt
Description:To supervise education staff in the implementation of program policies and standards in Early Childhood Development and Disabilities and to assist in the planning and development of practices that will foster and maintain effective and efficient high quality services to children and families including children with disabilities.
Primary Duties and Responsibilities (others may be assigned based upon program needs):
- Demonstrates knowledge of and compliance with agency and program policies, OEC Division of Licensing Regulations, Head Start Program Performance Standards, Early Start CT and NAEYC Standards
- Promotes and monitors the implementation of the Pyramid Model and NAEYC Code of Ethical Conduct. Standards.
- Ensures that proper teacher-child ratios are maintained at all times throughout the entire program
- Acts as a leader, mentor and role model in the ECE community
- Demonstrates the ability to diagnose the needs of a classroom and provide effective support.
- Communicates and collaborates effectively with fellow EDMs by maintaining a cohesive team approach at all times
- Adheres to universal precautions and principals of hygiene and safety as appropriate for children, families and staff.
- Demonstrates regard for others in any and all communication and encounters oral and written.
- Demonstrates the ability to communicate adequate and complete explanations.
- Completes required forms, reports, projects and licensing accurately and on time; daily, monthly, quarterly and annually.
- Demonstrates ability to manage, store and monitor data in Program Databases.
- Demonstrates ability to provide instruction/support to staff in order to facilitate the use of technology (email, ECE Databases, performance evaluation portal, etc.)
- Demonstrates an understanding of program policies and procedures regarding communication at all levels.
- Assure the delivery of educational services, including services to children with disabilities.
- Assure that children suspected of or in need of special education are referred for further evaluation as needed.
- Work to proactively overcome barriers (social and systematic) that prevent or delay the delivery of appropriate services to children with disabilities and their families.
- Assist the quality of classroom services, including services to children with disabilities and their families.
- Assure that teachers are implementing all Head Start Program Performance Standards and program policies as these pertain to education and disabilities service.
- Engages parents of children who have been referred for or identified with special needs to promote their understanding of the processes and become familiar with their rights and the rights of their children.
- Support parents through training and guidance to become advocates for their children with disabilities.
- Intervene on behalf of children, families and staff when systems, finances or other considerations become obstacles to the identifying and serving of children with disabilities in a timely manner and in an inclusive way.
- Assist in facilitating the Planning and Placement Team (PPT) meetings.
- Assure the appropriate special furniture, equipment and materials are available to children with disabilities if needed.
- Identify parents need and plan group and/or individual consultation accordingly.
- Identify staff needs and plans group and/or individual consultation accordingly.
- Design and deliver training to staff and parents on a variety of topics including but not limited to integration and inclusion practices, child/parent rights and services under special education legislation, classroom and home accommodations transitioning of children and their families, classroom environments, behavior management, etc.
- Provide assistance to staff in addressing any situation in which they have difficulty modifying the curriculum or managing behavior.
- Provide assistance to staff toward increasing competence in identifying and serving children with known or suspected disabilities by addressing and supporting areas of weakness.
- Motivate staff to peak performance and individual self-fulfillment as they serve children with disabilities.
- Assist in the implementation of the Annual Program Self-Assessment.
- Assist in the development and maintenance of the Program Information Report (PIR)
- Participates in professional development activities and organized community events as appropriate to the mission of the agency and program.
- Perform other duties as may be assigned by the Assistant Director, Site Supervisor, Director.
Monitoring and Supervision of Classroom Operations:
- Monitor all aspects of lesson plan and classroom activities.
- Oversee the use of positive discipline and behavior management in classrooms.
- Monitor the documentation for and the activities that support individualization.
- Monitor implementation of IEPs or IFSPs in the classroom.
- Monitor home visits through documentation and observation.
- Collaborate with management and administration in assuring that screenings occur within 45 days for HS/EHS and within 90 days for SR and ESCT
- Conduct regular visits to all classrooms to monitor the environments, curriculum, disability services, screening and assessments on behalf of those children who are identified or suspected of having disabilities and to assure that materials and service delivery are in compliance with Head Start Program Performance Standards including services to children with disabilities.
- Analyze component outcome measures to determine areas of improvement.
- Analyze the assessment data of all children paying particular attention to children with disabilities as one way to define the success of intervention and accommodations.
- Ensure adequate and efficient staffing patterns according to regulatory and program requirements.
- Assist with classroom coverage in the event of absences of substitute staff or unexpected occurrences.
Monitoring and Supervision of Staff:
Monitor the performance, attendance, certifications, required documents and time sheets of all staff in Early Childhood.
Monitor the accuracy time sheets, requests for vacation and sick time, etc.
Conducts staff disciplinary action in accordance with policies and with a proactive posture.
Conduct probationary performance evaluations in a timely and constructive manner.
Perform annual performance evaluations based on quantifiable and objective criteria.
Provide regular performance feedback to staff along with any necessary supports for professional development and utilizing progressive discipline when appropriate.
Recommend areas of improvement to staff and promote training that reflects individual needs for education.
