Position Details

General Statement

The Office of Sponsored Programs serves as the central administrative entity responsible for approving research proposals to federal, state and private sponsors for external research funding and implementing awards resulting from these proposals, including associated regulatory and financial requirements. Research subaward agreements to other organizations are generated, executed, and monitored by the Office of Sponsored Programs ( OSP ). The Subaward Manager is responsible for management and support to all departments regarding subawarding situations that are the result of external research awards made to the university. The current portfolio of outgoing subawards has an authorized amount of approximately $115 million, with FY24 expenditures of approximately $32.5 million.

Duties and Responsibilities

The Subaward Manager is responsible for management and support to all departments regarding subawarding situations that result from external research awards made to the university. This includes:

  • The development and modification of subaward policies and procedures.

  • Maintaining compliant record-keeping and documentation for an active portfolio of approximately 500 active outgoing subaward agreements.

  • Assuring appropriate agreement language for compliance with prime award sponsor.

  • Supervising Subaward staff.

  • Ensuring accuracy and timeliness of subaward creation.

  • Ensuring accuracy and timeliness of subaward accounts payable.

  • Coordinating with MSU Business Services and Fiscal Shared Services for timely and efficient subaward invoice procedures.

  • Coordinating with MSU Office of Research Compliance and MSU Controlled Research to ensure subrecipients are in compliance with all aspects of Animal, Human Subject and Controlled Research requirements.

  • Serving as MSU Subaward representative for professional groups such as the Federal Demonstration Partnership ( FDP ); maintain MSU profile on the FDP Expanded Clearinghouse.

  • Oversight of subaward financial data including monthly FFATA reporting; quarterly and annual expenditure reporting to the OSP management team for use in Federal and State reporting.

The Subaward Manager also coordinates administrative and accounting functions for pre and post research award activities by managing a defined portfolio of research grant funds including the following responsibilities:

  • Proposal review, award review/negotiation, and establishing the grant account.

  • Financial reporting, invoicing and payment management.

  • Allowable costs, transfers, and budget maintenance.

  • Agreement compliance and grant closeout process.

    Required Qualifications – Experience, Education, Knowledge & Skills

  • A Bachelor’s degree or an equivalent combination of education and/or experience.

  • Demonstrated financial and administrative experience in externally funded research grants and contracts following Federal, State and sponsor-specific requirements.

  • Demonstrated experience with administrative procedures and accounting principles, practices, and techniques as relates to managing pass-through funding.

  • Familiarity with State and Federal regulations including OMB Uniform Guidance.

    Preferred Qualifications – Experience, Education, Knowledge & Skills

  • Bachelor’s degree in Finance, Accounting or Management.

  • Progressively responsible management level experience.

  • Experience in managing grants that are federally funded.

  • Experience using Banner software.
