Battelle is seeking a Performance Assurance Manager to support the United States Antarctic Program (USAP). The USAP is enabled by a Presidential Memorandum which emphasizes science as the principal expression of U.S. interest in Antarctica and its surrounding waters. The USAP operates the largest and most capable National Antarctic Program, with three permanent research stations, a fleet of aircraft and ocean-going vessels, numerous remote field camps, and talented personnel that support the diverse and challenging missions required to do this important work. The people of the USAP enable scientific advancements that impact the globe as well as local communities throughout the U.S.
As the Performance Assurance Manager for this program, you will be responsible for the overall quality, risk, and safety programs supporting major facility recapitalization, program operations, facility operations, logistics, IT/comms, medical services, and 200 scientific projects throughout the Antarctic continent. The Performance Assurance Manager will manage risk, safety, and quality managers as well as oversee numerous coordinators at the various the US Antarctic Program Stations as well as Port Hueneme, Punta Arenas, Christchurch, research vessels. The Performance Assurance Manager will be responsible for developing programmatic Quality, Safety, and Risk Management Plans and then support respective plans for work-specific task orders.

Responsibilities
Program Development: Develop and implement robust program frameworks for risk and opportunity management, safety, environmental, and medical support.
Risk Management: Identify potential risks and opportunities to the mission and develop strategies to mitigate these risks effectively.
Health Safety and Environmental (HSE): Ensure all operations provide to level health, safety, and environmental programs to protect program staff, facilities, and the Antarctic environment while adhering to the standards per PESH guidelines, the Antarctic Treaty, and applicable industry standards and to continuously improve HSE processes and outcomes.
Quality Assurance: Ensure all program operations meet expectations of quality and operations are supported through continuously improving processes and outcomes.
Tool Implementation: Identify and implement management tools that enhance the efficiency and effectiveness of mission assurance strategies.
Collaboration and Reporting: Work closely with the Program Director and other key stakeholders to align mission assurance practices with overall program objectives and report on program status and challenges.
Key Qualifications
Bachelor’s degree in management, engineering, or science
5+ years of quality, safety, and risk management support supporting major scientific programs
Experience and understanding of Federal programmatic ISO 9000-1, quality, safety, and risk management
Experience in programmatic plan development to support program excellence across safety, risk, and quality management
Designs and plans wide-ranging internal audits around safety, quality, and risk at the program level
Skilled stakeholder management skills, understands client relationships, expectation management, stakeholder awareness, and negotiations
Ability to obtain and maintain a Public Trust clearance via an Extended Background Investigation (EBI) adjudicated by our government customer
Must be able to obtain and maintain a National Agency Check with Inquiries (NACI) background investigation
Ability to obtain and maintain a medical clearance required for deploying to Antarctica.
Must be physically able to travel to remote and austere locations for up to several weeks
U.S. citizenship is required
Preferred Qualifications
Education: Bachelor’s degree in Risk Management, Safety Engineering, Quality Assurance, or related field; Master’s degree preferred.
Experience: Minimum of 10 years of experience in mission assurance, risk management, or a related field, with proven experience in developing and implementing comprehensive assurance programs.
Experience in a remote or challenging environment is highly desirable.
Skills: Strong analytical and problem-solving skills, excellent organizational and leadership abilities, proficient in the use of management tools, and effective communication skills
Salary Range
$135,700 to $251,000
This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience, and other relevant factors.
