The Division of Public Safety at CU Boulder encourages applications for a Manager of Human Resources! This role provides strategic leadership and comprehensive oversight of the HR function to support the Division's mission. DPS encompasses the following departments: Finance & Administration, Operations, Security Services, Police, and Threat Assessment.

This position serves as the primary HR expert for DPS, offering professional and technical guidance to all staff regarding HR matters. Core responsibilities include leading efforts in employee relations, position management, recruitment, leave administration, payroll management, staff development, wellness and engagement, and performance management.

The role acts as the key liaison between DPS and Campus Human Resources, ensuring alignment with university policies and practices. Reporting directly to the Executive Director of Finance and Administration for Public Safety, this role requires a strong focus on HR practices within a public safety and law enforcement environment. Additionally, this position supervises an HR Generalist, fostering a collaborative and efficient HR team.

What Your Key Responsibilities Will Be

Human Resources Management

Lead and manage key HR functions for Classified and University Staff, ensuring alignment with the strategic goals of the Division of Public Safety (DPS) and the broader CU Boulder community. This includes:

  • Employee Relations

  • Collaborate with supervisors, Campus HR, the ADA Coordinator, and University Counsel to address supervisor/employee and co-worker conflicts and resolve performance issues.

  • Provide guidance on progressive coaching and termination, ensuring adherence to applicable policies.

  • Partner with the Police Professional Standards on investigations and coaching for police employees.

  • Position Management

  • Support hiring managers in creating and revising position descriptions to meet organizational needs.

  • Recommend classifications and internal pay comparators, collaborating with Campus HR to maintain equity and consistency.

  • Develop compensation strategies, streamline reviews, and design pathways for internal promotions.

  • Recruitment

  • Coordinate with Campus Human Resources to conduct recruitments, communicate with candidates, and support hiring managers with interviewing strategies, offer negotiations, and onboarding.

  • Provide guidance on police department background investigations in collaboration with Campus Human Resources.

  • Performance Management

  • Manage the performance evaluation process, ensuring timely completion and tracking of submissions.

  • Review and audit plans and evaluations for accuracy and completeness, coaching supervisors on providing effective feedback.

  • Report instances of non-compliance to DPS leadership and collaborate with Employee Relations on dispute resolution.

  • Assist in developing metric-based performance goals to support staff development and accountability.

  • Coordinate with Campus HR Employee Relations aligning with campus framework, competencies, and process.

  • Leave Administration

  • Interpret and apply federal and state laws and university policies regarding all forms of leave.

  • Collaborate with CU's Leave Team for FMLA, PFMLA, FAMLI, parental leave, and short-term disability needs.

  • Ensure proper tracking and reporting of workplace injuries and coordinate with CU Leave teams and risk management as needed.

  • Oversee the HR Generalist to ensure accuracy of leave balances and troubleshoot employee issues.

  • Onboarding and Staff Development

  • Develop onboarding plans with supervisors to foster engagement and retention.

  • Identify and facilitate professional development opportunities in partnership with Campus Human Resources.

Wellness and Engagement

  • Create and implement programs to support employee wellness and engagement, including partnerships with the Faculty Staff Assistance Program and contracted psychologists, etc.

  • Act as Engagement Champion, collaborating with leadership to create action plans based on Engagement Survey results.

Supervise and Support HR Generalist

  • Provide operational oversight for the HR Generalist in areas including:

  • HCM entry, payroll processing, and leave administration.

  • Identifying and resolving payroll discrepancies, ensuring timely and accurate pay.

  • Regular and event overtime management.

  • Review payroll registers and collaborate with Finance and Campus HR to address issues.

This position may operate University vehicles and requires an active Driver's License.

What We Can Offer

The salary range for this position is $85,000 - $92,475 annually.

  • At least a bachelor's degree or equivalent combination of education and experience may substitute.
